This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.


The solicitation number for this request for this request for quotations (RFQ) is W913E519Q0005.


The associated North American Industry Classification System (NAICS) code is 337215, which has a size standard of 500 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.


The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for various standard, commercial off-the-shelf (COTS) racking, securing and shelving components for access by personnel, forklifts and pallet-jacks as follows:


1. Two (2) Shelf Pallet Rack starter units for three rows of pallet racks, with a unit height of 12 feet (safe storage up to 18 feet) including storage on two shelves plus storage below the rack. Qty: 3.
a. Dimensions: 96x42x114 inches.
b. Must be metal of 13 gauge steel or better.
c. Each unit should be rated at 5,000lbs capacity or more.
d. Beam height: 4"
e. Boltless assembly


2. Two (2) Shelf Pallet Rack add-on units for three rows of pallet racks, with a unit height of 12 feet (safe storage up to 18 feet) including storage on two shelves plus storage below the rack. Add-on units typically have a single set of legs on one side and hook to the end of the last unit. Qty: 45.
a. Dimensions: 96x42x114 inches.
b. Must be metal of 13 gauge steel or better.
c. Each unit should be rated at 5,000lbs capacity or more.
d. Beam height: 4"
e. Boltless assembly


3. Pallet Rack Wire Decking units to provide a pallet rack with wire decking for storage of irregular items. Units should be 42-inches wide to match pallet racks. Qty: 200.
a. Length should be 46-inches so that two units span the length of one deck of one pallet rack, minus beams.
b. Galvanized mesh of 2.5x4-inch or smaller openings.
c. At least three support channels
d. Load capacity of 2,500lbs or better across one deck of one rack.


4. 4-sided roll-door steel wire storage cages. These cages are using chain link fence with rolling personnel access doors and are four sided, without a roof. Qty: 12.
a. Dimension: 16x12-feet length by width dimensions, 8 foot high cage fence.
b. Rolling standard personnel door.
c. All fittings required to erect on concrete floor without wall attachment.
d. Door designed to accept any standard padlock.


5. Fold down safety bollard: These bollards should allow pallet jack and forklift access while excluding other, overweight vehicles when deployed upright from accessing the Warehouse. They should be lockable, swivel type, easy to fold down for authorized equipment access. Qty: 4.
a. Size: 4.5-inch diameter or better, 42-inches high.
b. Must be lockable
c. Intended to prevent access by unauthorized vehicles.
d. Quote 4 concrete anchors compatible with each bollard.


6. Concrete Anchors: At least 52 2-anchor kits or any other combination of 104 or more concrete anchors of the correct size to be used with the pallet racks. Qty: 104 single, OR 52 in 2-anchor kits.
a. Must match pallet racks.


7. Sliding Storage Shelves. These are groups of storage shelves which slide along tracks mounted on the floor to be extremely efficient of space, and shall be sized to fit inside of the secured cages. Qty: 12
a. 5 shelf racks per unit.
b. Units shall be proposed between 14 and 16 feet in length for tracks.
c. Width shall be five feet.
d. Height shall be proposed between 6 - 8 feet.
e. Each individual shelf rack shall have a depth of 24 inches or better.
f. Quoted with all equipment required to secure them to a concrete floor.


8. Plastic Rack Protectors. There must be plastic damage guards for all the pallet rack legs.
Qty: 102.


Potential vendors shall provide a delivery schedule with their quotes.

Please reference the attached RFQ for the Purchase Description (PD), as well as all applicable provisions and clauses. The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA), responsible quote. The following factors shall be used to evaluate offers: technical capability to meet the Government's required specifications; and price.


Delivery shall be FOB Destination to ERDC-CRREL in Hanover, NH 03755.
