The Department of Veterans Affairs Network Contracting Office (NCO) 2 proposes awarding a sole source contract to Pathfinder Engineers & Architects for the following:

Parts II & III AE services for the renovation of Ward 9C at the Buffalo, NY VA Medical Center with a redesign component of the HVAC system. The NAICS Code is 541330 with a size standard of $15.0 Million.

These services are required to support an already completed design, for which the designer, Pathfinder Engineers & Architects remains professionally responsible/liable. As such, they are professionally liable for the completeness and accuracy of design. The Government believes Pathfinder Engineers & Architects is the only firm that can answer requests for information and submittals with respect to their design (Part II Services), be responsible for any design deficiencies discovered at no cost to the Government and conduct site visits to ensure the construction is being performed in accordance with the drawings and specifications of their design (Part III Services).

This notice of intent is NOT a request for competitive quotes, solicitation announcement or a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. However, if any firm believes that it possesses the capability of providing the services and will accept the professional liability of the Pathfinder Engineers & Architects design with no additional compensation for review of the design may give email notification no later than Monday, June 5, 2017 at 4:30pm. The Government will not be responsible for any costs associated with the preparation of responses to this announcement. Responses received will be evaluated and a determination by the Government not to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct an open market procurement. If no responses are received, the VA will proceed with a sole source award with Pathfinder Engineers & Architects.
