SYNOPSIS:

INTRODUCTION:

This sources sought/request for expressions of interest is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Veterans Affairs (VA).

The VA Office of Construction and Facilities Management, Office of Real Property, is seeking expressions of interest from capable sources to enter into an out lease of the historic Wadsworth Chapel (Building 20) to provide services that principally benefit Veterans and their families. More specifically, the anticipated out lease is for a third party to provide services for the purpose of the promotion of health and wellness, including nutrition and spiritual wellness, and services in support of such purpose, including the restoration/renovation of the Wadsworth Chapel, located on the 388-acre West Los Angeles Campus at 11301 Wilshire Boulevard, Los Angeles, California 90073.

DESCRIPTION:

Under the anticipated out lease, the entity would provide services that principally benefit Veterans and their families, including but not limited to the promotion of health and wellness, including nutrition and spiritual wellness, in accordance with Section 2(b)(2) of the West Los Angeles Leasing Act of 2016 (Public Law 114-226), by renovating and operating the Wadsworth Chapel for a term not to exceed fifty (50) years.

Restoration costs, which are necessary in support of services to be provided for the purpose of the promotion of health and wellness, including nutrition and spiritual wellness, in accordance with Sections 2(b)(2)(A) and 2(b)(2)(I) of the West Los Angeles Leasing Act of 2016 (Public Law 114-226), are anticipated to exceed twenty million dollars ($20,000,000.00). The anticipated out lease will prohibit fundraising on VA property, as soliciting contributions on VA property is prohibited pursuant to 38 C.F.R. B'B 1.218(a)(8). It is anticipated the out lease, including the provision of services for the purpose of the promotion of health and wellness, including nutrition and spiritual wellness, and restoration services in support of such purpose, will be at no cost to the VA.

CAPABILITIES STATEMENT:

All responsible sources may submit a capabilities statement, which shall be considered in accordance with the requirements of this notice. Respondents shall provide a general capabilities statement clearly demonstrating the firm s capability to provide the services described above, including the following information:

Company/Organization name, address, point of contact, phone number and email address
DUNS number (if available)
Evidence of established 501(c)3 status via California Employer Identification Number or equivalent documentation (if applicable)
Demonstrated interest in the historic renovation of properties in Los Angeles, CA
Sufficient documentation includes articles of incorporation or equivalent documentation reflecting the mission and vision of the organization
Summary of past experience with similar projects or services

The Capabilities Statement submitted in response to this notice shall not be considered as a bid or proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the VA nor will the VA pay for information solicited. No evaluation letters and/or results will be issued to the respondents. Responses to this notice will be used to determine the viability of the project and acquisition approach therein. Any resultant procurement will be conducted under the authority of the West Los Angeles Leasing Act of 2016 (Public Law 114-226).

All interested parties must respond via email or fax within fifteen (15) calendar days from the date of this notice.

At this time, a solicitation does not exist. If a solicitation is released at a later date, it will be posted on the Federal Business Opportunities portal at https://www.fbo.gov. Interested parties should monitor the site for the release of any additional information or eventual solicitation.

When responding to this announcement, respondents should refer to 36C10F19Q0043. If only one response to this notice is received, the VA reserves the right to solicit only one source.
