The West Virginia Army National Guard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for WVARNG WSJ Housing. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 721310 - Rooming and Boarding Houses, Dormitories, and Workers' Camps with the corresponding size standard of $7.5 million.

This is a non-personal services requirement for Housing, Food, Linens, Auditorium, Gym, Classrooms, Internet, Parking, Laundry Facility, and Computer Labs.


Requirement:


1. HOUSING
The WVNG will require housing for the dates below at a per bed/per day rate. All individuals will need to be provided individual access keys for the duration of their stay at the location. The WVARNG will be responsible for management of keys during the period of performance. 24 hour housing staff will be expected to be available to address any key and/or access issues for all leased facilities.
1.1. 22 JULY through 2 AUGUST 2019, accommodations will be needed for 110 personnel.
Checkout for all rooms will be 2 AUGUST. Providing a price per person per night for lodging. NOTE: Personnel assigned to the room will be responsible for any damages that may occur during their stay.


2. FOOD
WVARNG will require food for up to 300 personnel from 22 July 2019 to 2 August 2019 in support of the World Scout Jamboree.


MEALS - Provide 1 Breakfast, 1 Lunch and 1 Dinner Meal per day per person beginning with dinner on 22 JULY 2019 and ending with breakfast on 2 AUGUST 2019. Breakfast will be served between 5:30 AM - 7:30 AM, Lunch from 11:00AM - 1:00PM and Dinner will be served between 6PM - 8PM daily. Individual lunch meals will need to be prepared for mobile transport, bag lunch or shelf-stable meals to agreed-upon specifications; providing a price per person per day for meals. WVARNG reserves the right to adjust meal quantities and meal service times if able to give a minimum of 3 days' notice.


3. LINENS
The following will need to be provided for each person:
Linens include:
• (2) Washcloths
• (2) Hand Towels
• (2) Bath Towels
• (2) flat sheets
• Pillow case
• Pillow


4. AUDITORIUM
Provide auditorium for up to 110 personnel beginning 22 JULY and ending 2 AUGUST. Room set-up and A/V usage will be required and should be included in the cost of the room.


5. GYM
Provide gymnasium space for up to 250 personnel beginning 22 JULY and ending 2 August.


6. CLASSROOMS
Provide 2 classrooms for use 22 JULY to 2 AUGUST 2019.


7. OPEN OUTDOOR SPACE
Provide open outdoor space 1 JULY to 9 AUGUST 2019.


8. INTERNET
Provide Wi-Fi throughout living space.


9. PARKING
Provide designated parking areas adjacent to the housing area.


10. LAUNDRY FACILITIES
Provide access to laundry facilities to support 110 personnel.


11. COMPUTER LABS
Provide the use of 3 computer labs 22 JULY through 2 AUGUST.



Location:


Facility must be in near proximity to Mt. Hope, WV 25880 in order to meet mission requirements.


THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.



If your organization has the potential capacity to perform these contract services, please provide the following information:


1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership (small business, Hubzone, Large etc.) for the organization.


2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


[Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.]


The government will evaluate market information to ascertain potential market capacity to:


1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.


2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.


3) Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation.


4) Provide services under a performance based service acquisition contract.


BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESS, WOMEN OWNED SMALL BUSINESSES, HUBZONE and other SOCIO- ECONOMIC PROGRAMS.


The Government would like to receive feedback from all interested business, and other socio-economic business not mentioned above.


Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
