COMBINED SYNOPSIS/SOLICITATION
FOR Wood Group Pratt & Whitney Industrial Turbine Services, LLC (WGPW) OEM, FT4A Marine Gas Turbines (MGT) installed onboard the 378' High Endurance (WHEC) and the 400' Polar Ice Breaker (WAGB) class cutters.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items with elements of Part 15, Contracting by Negotiation as supplemented with additional information included in this notice. Solicitation 70Z08519R31931B00 is issued as a Request for Proposal. This Request for Proposal incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-05, effective August 13, 2019. This requirement is being solicited using FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The NAICS Code applicable to this procurement is 811310, with a small business size standard of an average annual receipts of $7.5M. To receive an award, the Contractor must be registered in the System for Award Management (SAM) www.sam.gov.
The U.S. Coast Guard Surface Forces Logistics Center (SFLC) plans to enter into a contract on the basis of other than full and open competition with the Original Equipment Manufacturer (OEM) Original Equipment Manufacturer (OEM) Wood Group Pratt & Whitney Industrial Turbine Services, LLC (WGPW), Industrial Turbine Services, LLC 1460 Blue Hills Avenue, Bloomfield, CT 06002.
The SFLC intends to enter into a Requirements contract that shall be in effect from the date of the award until five years thereafter for the overhaul of FT4A Marine Gas Turbines (MGT) installed onboard the 378' High Endurance (WHEC) and the 400' Polar Ice Breaker (WAGB) class cutters. The FT4A Power Turbines (FT4A Free Turbines) and Power Turbine Gearboxes (N3) coupled with the FT4A Gas Generator and Gas Generator Modules comprise the MGTs. Parts overhauled under the resulting contract will be overhauled via issuance of firm fixed priced delivery orders. All parts shall be genuine OEM parts; no aftermarket or remanufactured parts shall be provided or authorized. Contractor's proposal submitted in response to this solicitation shall be valid for 120 calendar days from the closing date of the solicitation.
NOTE: NO SUBSTITUTE OR ALTERNATE PARTS WILL BE CONSIDERED. ONLY NEW PARTS WILL BE ACCEPTED. NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY.
B.2 SCHEDULE OF SUPPLIES AND PRICES:
See Attachment 1 for detailed schedule of supplies. The Contractor's price for every item listed in the schedule of supplies. Prices shall be all inclusive and including transportation (FOB Destination), military packaging, and all other necessary items for a complete and usable part in complete compliance with Attachment 2 Spec FT4A Gas Gen and Gen Modules R-234-0168 REV I and Attachment 3 Spec Power Turbine R-234-0209 REV F in the solicitation.
This contract shall be in effect for five years from date of award. Ordering periods are as follows:
Ordering Period 1 12-Months from effective award date
Ordering Period 2 12-Months after the end of Ordering Period 1
Ordering Period 3 12-Months after the end of the Ordering Period 2
Ordering Period 4 12-Months after the end of the Ordering Period 3
Ordering Period 5 12-Months after the end of the Ordering Period 4
