WIC MIS/EBT Implementation Project Transfer, Modification and Implementation of the MPSC WIC System
The State of Vermont Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) program has performed analyses required by United States Department of Agriculture/Food and Nutrition Service (USDA/FNS) Handbook 901 to select a Management Information System (MIS) for transfer and implementation, and a WIC Electronic Benefit Transfer (EBT) system for implementation. Vermont WIC has selected the Mountain Plains States Consortium (MPSC) State Agency Model (SAM) system with Vermont State hosting for the MIS transfer system and online, out-sourced EBT for implementation in Vermont.
The State of Vermont Buildings and General Services Office of Purchasing & Contracting on behalf of the Vermont Department of Health (VDH) and the State of Vermont Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is soliciting competitive sealed, fixed price proposals (Proposals) for the Transfer, Modification and Implementation of the MPSC MIS from qualified Bidders. If a suitable offer is made in response to this Request for Proposal (RFP), the Vermont WIC Program may enter into a contract (the Contract) to have the selected Bidder perform all or part of the Work. This RFP provides details on what is required to submit a Proposal in response to this RFP, how the Vermont WIC Program will evaluate the Proposals, and what will be required of the Contractor in performing the Work.
This is a Request for Competitive Sealed Proposals (RFP) to determine a vendor who can perform the service described in Section 3 and 4 of this RFP. Section 7 details RFP submittal requirements.
