WIC/EBT System Feasibility Study
The Department is soliciting sealed proposals from qualified consulting firms to establish
a contract through competitive negotiations for a feasibility study and cost benefit analysis as well
as develop a data collection tool for assessing the affordability of EBT, that can be used by state
authorities nationwide for the Electronic Benefit Transfer (EBT) Project. These services are
required during the initial planning for the possible development and implementation of EBT and are of major importance as the results of the feasibility study and cost benefit
analysis will be beneficial in determining a future EBT solution. The results of the study and
analysis services will become the initial guideline for further assessment and evaluation of an EBT
program solution.
