The Organization is accepting proposals to create both a brand for the Organization and develop its website.
This project entails creating an informative, flexible and user-friendly website that is
easy to maintain. The website must be versatile so that an individual can easily find
useful legal information, but also be interactive so that a user can submit an online
application for legal services. Additionally this project must develop a web-based,
database-driven administrative tool that allows management to easily update content
when needed. It is also necessary for the management to be able to track certain
demographic data of its website users.


The WCLA will maintain ultimate editorial control of content. To be effective, our
website must be:
 User-friendly and intuitive;
 Visually pleasing, but not “busy;”
 Informative, especially by using simplified terminology;
 Interactive;
 Safe and secure; and
 Quick to load and operate

The contractor should provide specific responses and/or information to the
requirements in this section.
The brand for the WCLA will include, at a minimum, a logo and tagline. A domain name
has already been set up on the Court’s server.
The website designed by the successful candidate must meet the following criteria:
 Have a content management system that allows non-technical WCLA staff to
update content easily and quickly;
 Be visually pleasing with a variety of text, graphics and possibly video clips as
needed;
 Use a consistent design and theme throughout the site based on the brand;
 Be easy to navigate by having the information categorized in a logical fashion,
with no more than three steps required to access the desired information;
 Provide necessary software and licenses to maintain the site;
 Include an automated Application for services;
 Be able to track the number of visitors to the website; Page 6 of 7
 Capable of linking to a LiveChat;
 Link through a “Make a Donation” feature so that individuals can donate to the
nonprofit WCLA Foundation; and
 Provide easy access for feedback, comments or suggestions from users.
In addition to the specific requirements for the creation of the brand and development
of the website, the contractor must also:
 Provide a breakdown of how staff time will be allocated to this project;
 Discuss any hardware/software vendor partnerships you may have;
 Discuss your testing and support plan; and
 Explain your time frame for completing each phase of this project.
