(i) This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.
(ii) Solicitation number 2119409Y61B9601008 applies, and is issued as a Request for Quotation.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05 (12 AUG 19). This procurement is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) code is 336611 and the business size standard is 1,250 people. U.S. Coast Guard Surface Forces Logistics Center intends to award a Firm Fixed Price Contract.

Repair / Replace Wood and Apply Coatings to Navy YP-686.


ITEM 1: WEATHER DECK PRESERVATIONS. Remove existing and apply roll on type non-skid coatings to main deck (28sf) and entire pilot house top deck areas. Remove and repair non-skid on 01 deck soft patch areas in accordance with the below Statement of Work.

ITEM 2: PRESERVE SUPERSTRUCTURE. Remove existing coatings to achieve an SSPC SP- 10 and apply coatings to the Deck House Exterior Surfaces (including exterior piping), From Main Deck up to and including Top of
Pilot House and Radar and Navigation Masts, including Vertical and Near Vertical Surfaces, Curtain Plates, Watertight Doors, Appendages and
Foundations/Brackets attached to these surfaces in accordance with the below Statement of Work.

ITEM 3: PRESERVE UNDERWATER HULL. Clean and preserve underwater hull and prepare approximately 100sf of areas requiring hand sanding to bare wood in accordance with the below Statement of Work.

ITEM 4: PRESERVE FREEBOARD. Clean and preserve freeboard surfaces. Prepare up to 300sf of the hull surfaces by hand sanding to bare wood. Prepare and apply coatings to entire freeboard surfaces in accordance with the below Statement of Work.

STATEMENT OF WORK


1. PROJECT TITLE: Navy YP-686 Hull Repair. The YP-686 will require blasting, paint stripping and the application of coatings. Work will be described in detail in the following attachments.


2. BACKGROUND: The YP-686 is currently at the Coast Guard Yard, 2401 Hawkins Pt. Road, Baltimore MD, 21230. The YP-686 is a wooden hull vessel with a length overall: 108 ft, Beam: 24 ft, Draft: 8ft. The YP-686 will be dry-docked at Coast Guard Yard during all hull repair activities.


3. PERIOD OF PERFORMANCE: The contractor should start work on Monday, 23rd September. All work is required to be finished no later than Wednesday, 16 October 2019. Due to EPA regulation and environmental codes, we are limited where we can perform this type of work; therefore the contractor must confirm work dates and completion times, which is critical to our operation.


4. HOURS OF OPERATION: Work shall be performed during normal business hours, which is 7:30 AM to 6:00 PM Monday through Friday. Additional hours or time may be arranged to accommodate the Contractor.


5. Site Visit: A site visit is required and will be held on 10 September 2019 @ 9:00 a.m. (EST).


6. REQUIREMENTS:
i. Cleaning to bare wood shall use the mechanical stripping method.
ii. Grit Blasting to bare metal to achieve an SSPC SP-10.


7. SCOPE: Perform work as stated in attachments.

8. Security Requirements: The U.S. Coast Guard Yard, Baltimore, MD is a controlled access area. All contractors and subcontractors performing work on this contract shall utilize the RAPIDGate program. RapidGate manages the non-Common Access Credential (CAC) eligible vendor/contractor companies and their employees who require access to Coast Guard Yard, Baltimore. Vendor/contractor CAC eligibility has been restricted to only those who require physical access to Coast Guard yard and logical access to a DoD or DHS network or system.


a. Contractor employees shall not enter restricted areas in accordance with Yard security regulations or policies. Before contractor employees can work at the Coast Guard Yard Facility, the contractor shall complete a security investigation on all contractor employees in connection to this contract. Any contractor employee with a criminal background must get prior authorization before they can gain access to Coast Guard Yard Facility. Contractor shall provide for each employee to the Contracting Officer, the full name and any alias, address, city and state, and date of birth.

3. REQUIREMENTS:
3.1 Accomplish a fresh water washdown of the areas listed in 1.2, with between 1,500 and 2,000 PSIG nozzle pressure.
3.2 Record locations, tag for identification, and remove for preservation, the equipment listed in 1.3.1 and 1.3.2 and located in 1.2, using 2.2 for guidance. Note that Item S32 (QTY 2) described and shown as a louver assembly on 2.2 is a solid plate.
3.3 Accomplish a visual inspection of each main deckhouse and pilot house sliding glass window and mesh screen located in 1.2, and the equipment removed in 3.2 for structural integrity, deformation, damage, deterioration, and missing parts, using 2.3 and 2.4 for guidance.
3.3.1 Conduct a joint visual inspection prior to any blasting to verify that all closures are secure.
Report: Visual Inspection Results Date: + 2
3.3.2 Submit one legible copy, in hard copy or approved transferrable media, of a report listing the results of the requirements of 3.2 through 3.3 to the SUPERVISOR.
3.4 Accomplish the requirements of Appendix A for surface preparation and preservation of aluminum surfaces located in 1.2, using 2.5, 2.6, and 2.9 for guidance. 3.4.1 Prior to and during blasting and painting, all superstructure doors, vents, louvers and penetrations shall be sealed to prevent ingress of materials into the interior of the craft.
3.4.2 Accomplish the requirements of Appendix A for surface preparation and preservation of the equipment listed in 1.3 and located in 1.2.
3.4.3 Do not paint the mast climber safety rail.
3.4.4 Do not paint electrical cables and cable tags, nameplates, notices and markings, and similar items.
3.5 Accomplish repairs and adjustments to each sliding glass window and mesh screen resulting from the requirements of 3.4.1 as follows:
3.5.1 Accomplish the requirements of Appendix A for hand tool cleaning of aluminum sliding surfaces of each window frame.
3.5.2 Free up and lubricate the sliding surfaces of windows and screens using a weather resistant lubricant in accordance with manufacturer's instructions.
3.5.3 Remove existing damaged mesh screen material and install new.
3.6 Install the equipment listed in 1.3 and located in 1.2, in accordance with 2.2 and 2.3. 3.6.1 Accomplish visual inspection of the hold down assemblies for the equipment listed in 1.3.2 for missing, worn, broken or damaged parts, using 2.3 for guidance.

3.6.1.1 Submit one legible copy, in hard copy or approved transferrable media, of a report listing the results of the requirements of 3.6.1 to the SUPERVISOR.
3.6.2 Remove existing and install new a total of 4 hold down assemblies as designated by the SUPERVISOR as a result of 3.7.1.1 in accordance with Detail 4-A of 2.3.
3.6.3 Accomplish welding requirements in accordance with the Statement of General Conditions.
3.6.4 Missing, painted-over, removed or damaged label plates and signs shall be replaced in accordance with the Statement of General Conditions and 2.8.
4. NOTES:
4.1 Exterior electrical cables shall not be painted.

3. REQUIREMENTS:
3.1 Accomplish a hydro pressure wash of each area listed in 1.2 using clean fresh water with a nozzle pressure of between 1500 and 2000 PSIG, removing surface contaminants, marine fouling, oil, grease, dirt and foreign substances. 3.1.1 Prepare a sketch showing exact locations, colors and dimensions of existing markings, bench marks and draft marks, using
2.2 for guidance.

3.1.1.1 Submit one legible copy, in hard copy or approved transferrable media, of a report listing results of the requirements of 3.1.1 to the SUPERVISOR.
3.2 Accomplish the requirements of Appendix A for surface preparation of surfaces listed in 1.2.1.
3.2.1 Accomplish the requirements of Appendix A for approximately 100 square feet of areas requiring hand sanding to bare wood.
3.2.2 Sand the prepared surfaces in 3.2.1 using an orbital sander with heavy duty hook and loop sanding pads to establish a surface profile prior to application of coatings.
3.2.3 Accomplish the requirements Appendix A for surface preparation of surfaces listed in 1.2.2.
3.2.4 Existing painted surfaces of the equipment listed in 1.2.3. shall be removed but not replaced; propeller shafts shall not be painted.


"MOISTURE CONTENT"
3.3 Allow the wood surfaces to dry to a moisture content of no greater than 15 percent prior to coating. Readings shall be taken with an electronic moisture meter, Sovereign Moisture Master, or equal.
3.4 Accomplish the requirements of Appendix A for underwater hull preservation using 2.3, 2.4 and 2.5 for guidance.
3.5 Accomplish the requirements of Appendix A to apply the craft's markings and draft marks.


4. NOTES:
4.1 Work in this item interfaces with Work Item 243-11-001, Propeller Shafting; remove, inspect, repair and install.
4.2 Historical method of cleaning to bare wood has been by using the mechanical stripping method.

3. REQUIREMENTS:

3.1.3 Sand the prepared and new surfaces in 3.1 and 3.1.1 using an orbital sander with heavy duty hook and loop sanding pads to establish a surface profile prior to application of coatings.
3.2 Accomplish the requirements of Appendix A for preservation of surfaces prepared in 3.1 through 3.1.2.

3. REQUIREMENTS:


3.1 Accomplish the requirements of Appendix A for surface preparations and coatings for 28 sq. ft. of exterior deck as identified by the Supervisor of existing non-skid on 1.2.1 shall be removed.
3.2 Exterior deck surfaces listed in 1.2.2 (01 level) nonskid is installed up to the engine soft patch lip. Trim the nonskid off the soft patch lip and touch up this area after MDE removal/install.


3.3 Accomplish the requirements of Appendix A for all surface preparations and coatings of exterior deck listed in 1.2.3; all existing non-skid on 1.2.3 shall be removed.
