This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested.
80KSC019Q0008 is issued as a request for quote (RFQ). The provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-01.
This acquisition provides for full and open competition. The NAICS Code and the small business size standard for this procurement are 336419 and 1,000 employees, respectively.
National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) has a requirement for processing facilities and services for the NASA Landsat 9 spacecraft, hereafter referred to as spacecraft, to be launched on an Atlas V launch vehicle. Services to be provided are delineated at Article 4, Supplies and/or Services to be Provided.
FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is incorporated by reference in Article 29 of the RFQ. Offerors must comply with FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, provided at Article 34 of the RFQ.
Evaluation criteria for this acquisition is provided in Article 42 of the RFQ.
FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, and the additional FAR clauses cited within the clause, apply to this acquisition and are incorporated by reference in Article 27 of the RFQ.
Written questions regarding this RFQ shall be submitted by 10:00 AM EST on May 14, 2019 to Suzanne Blubaugh at suzanne.blubaugh@nasa.gov and Kodi Coles at kodi.d.coles@nasa.gov and in accordance with Article 34. Questions received will be answered in writing. Questions received late will be considered but may not be answered, at the sole discretion of the Contracting Officer.
All proposals shall be delivered to the Central Industry Assistance Office (CIAO), 7110 N. Courtenay Parkway, Merritt Island, FL, 32953 no later than 1200 hours KSC local time on May 30, 2019 with attention to Suzanne Blubaugh, Contracting Officer, and in accordance with Article 35 of the RFQ.
