The Contractor shall provide all labor, materials, equipment, supervision and disposal required to to complete Waterfront Repairs at U.S. Coast Guard Station Southwest Harbor, ME (Hancock County). The work includes but is not limited to replacing steel guide pile strut, modifying gangway guardrail, cleaning and recoating steel guide piles, installing rub strips on gangway, replacing guide pile anodes, and refastening gangway platform connection hardware on the West Floating Dock; cleaning and recoating steel guide piles and struts, installing membrane on underside of float, replacing guide pile anodes, and refastening gangway treads on the South Floating Dock; cleaning and recoating steel sheet piles and mooring hardware, repairing voids and missing chinking with grout packets, and repairing spalls and concrete disintegration on the Retaining Wall and Quaywall; cleaning and recoating mooring hardware, encasing timber piles and replacing pile encasements, replacing deteriorated bracing connections, replacing timber brace members, repairing concrete spalls, delamination, and cracks, replacing expansion joint filler material, and replacing the fender system on the Concrete Wharf; cleaning and recoating steel H-Piles and mooring hardware, replacing timber wave screen members, refastening wave screen bracket, and replacing H-pile anodes on the Boat Hoist Piers; as indicated on the plans.


There is an Optional Bid Item, in addition to the base bid items mentioned above, to clean and recoat steel sheet pile at the retaining wall & quaywall.


This invitation for bid is issued pursuant to FAR Part 14, and is 100% set-aside for Small Business concerns in accordance with FAR Part 19.5. The applicable North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $36.5 Million. The magnitude of construction range of this project is between $1,000,000 and $3,000,000. Bid, payment, and performance bonds will be required. The overall performance period for this project is 150 calendar days from issuance of Notice to Proceed. The bid opening date is scheduled for 01/07/2020 at 2:00 pm.
