The solicitation is being issued pursuant to the procedures of FAR 13/13.5. Synopsis exception FAR 5.202 (a)(13) applies and Solicitation Number N00164-17-Q-0018 is hereby issued as an attachment hereto.


Naval Surface Warfare Center (NSWC) Crane Division has a requirement for commercially (modified) Walk-Through Metal Detectors for outdoor, unsheltered operation, training, spare parts, and data. The contract will cover a five-year period and will be issued as a Firm-fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract.


The minimum contract award quantity is one (1) each with a maximum quantity of 100 each and with an estimated contract ceiling amount of $1,200,000. Various quantities may be ordered over the five-year life of the contract. Delivery Terms are F.O.B. Destination, Inspection and Acceptance will be at Origin. The anticipated award date is 15 September 2017.


This procurement is anticipated to be solicited under full and open competition and all responsible small business sources may submit an offer that will be considered. The solicitation will be issued under the Simplified Procedures for Certain Commercial Items in FAR 13.5 and will use simplified acquisition procedures. To be eligible for award the Contractor must be registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the attachments. Contractors interested in responding with a valid proposal may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx.


A solicitation will be made available at FBO. Solicitations are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the website listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free of charge at http://www.adobe.com. ; Offers must be submitted in the format specified in the solicitation to be considered. All changes that occur prior to the closing date will be posted to the FBO website. It is the responsibility of interested vendors to monitor FBO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
