This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The Combined Synopsis/Solicitation Number is W912L2-18-R-0001. This solicitation is being issued as a Request for Quote (RFQ). Offers are due by 27 November 2017 at 12:00 p.m., Arizona time to Thomas.w.mckendry.mil@mail.mil. This procurement is 100% set aside for small business. UNICOR and Industries for the Blind will be given the opportunity to submit quotations. This solicitation incorporates the provisions and clauses that are in effect through the Federal Acquisition Register (FAR) Circular FAC 2005-95 thru 19 Jan 2017.
This combined synopsis/solicitation is being competed as 100% set aside for small business. This acquisition will be competed to the full extent required by regulation. The associated North American Industry Classification Code (NAICS) is 722310 - and business size standard of $38,500,000.00.
This requirement is for Full Food Service support at the Western Army Aviation Training Site (WAATS) Dining Facility (DFAC), 22440 East Pinal Airpark Road, Silverbell, AHP, Building L4535 Marana, AZ 85653. The services are required IAW the schedule provided in the DFAC Operational Instructions (DOI).
The contractor shall, except as identified as government furnished property or services in this DOI provide all personnel, supervision, and any food and services necessary to perform mess attendant services at the WAATS DFAC, located at 22440 East Pinal Airpark Road, Silverbell, AHP, Building L4535 Marana, AZ 85653. This requirement is for one (1) year and FAR Clause 52.217-8 Option to Extend Services (Nov 1999) is incorporated into this RFQ.
Offerors shall forward past performance questionnaires to at least one (1) reference and request that the response be sent directly to 1SG Thomas W. McKendry at email thomas.w.mckendry.mil@mail.mil by the RFQ closing date of 27 November 2017 at 12:00 p.m., Arizona time. Responses sent by the offeror shall not be accepted.
This RFQ will result in a firm fixed price Indefinite Delivery Indefinite Quantity Delivery Order contract for meals.
Offerors shall be registered in the System for Award Management, www.sam.gov.
The Government will make an award to the responsible offeror whose offer, conforming to the solicitation, is the most advantageous to the Government. SITE VISIT: A site visit will be conducted on Wednesday, 15 Nov 2017 at 9:00 a.m. Arizona time, at the WAATS. The WAATS is located at 24641 E Pinal Airpark Rd, Marana, AZ 85653. Due to the limited space, we request no more than two (2) personnel from your organization attend. Please email SFC Vasile Insuratelu at vasile.insuratelu.mil@mail.mil with the number of personnel and the names of the personnel attending the site visit by 12:00 p.m. Arizona time, Wednesday, 14 Nov 2017. Offerors will be sent a map of the location to include where to meet and park. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. All attendees must have a Government issued photo ID, such as a valid state driver's license, to gain entry into the base. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the Request for Quote and specifications. Terms remain unchanged unless the Request for Quote is amended in writing. If amendment is issued, normal procedures relating to the acknowledgment of receipt of solicitation shall apply.
Questions are due no later than 12:00 p.m. Arizona time, Monday, 20 Nov 2017. Questions will be submitted by Request for Information (RFI) via email to 1SG Thomas W. McKendry at thomas.w.mckendry.mil@mail.mil . Answers to the RFI will be emailed to all interested parties by close of business Tuesday, 21 NOV 2017.
