The Government is contemplating consolidation of two or more of the following projects into a single contract solicitation: ADAL SUPPLY AREAS, ADAL BLDG FOR AGE/FUSELAGE TRAINING, ADAL MAINTENANCE FACILITY, and ADAL SQUADRON OPERATIONS FACILITIES. The purpose of this market research is to identify any potential impacts to any specific small business category (8a, HubZone, SDVOB), if two or more projects are consolidated into a single solicitation. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately.

KC-46A ADAL SUPPLY AREAS
Renovate Building 4810 for secure storage area for the KC-46 airframe support equipment to include partition walls, fencing, flooring, electrical, lighting, and fire protection. This project will require the installation of supply shelving, lighting upgrades in the warehouse area, painting of the warehouse area floor to increase brightness in the area, and installation of wireless communications. (8,000 square feet)


KC-46A ADAL BLDG FOR AGE/FUSELAGE TRAINING
This project will convert the existing Corrosion Control Hangar (B4822) into the new Fuselage Trainer (FUT) and Crash Damage or Disable Aircraft Recovery (CDDAR) storage. Add/Alter the interior of the building by demo/installing all necessary walls and reconfiguring the interior layout. Replace hangar door and add roll up doors for Fuselage Trainer access. Construct fuselage trainer covered outdoor storage area to include concrete pavement for loading. Construct fuselage office/classroom/restroom facilities to allow for mission requirements. Seal in existing hangar doors. (16,000 square feet)


KC-46A ADAL MAINTENANCE FACILITY
This project will renovate the existing Aircraft Maintenance Facility (B4908) to accommodate maintenance functions for the incoming KC-46A airframe. Project will include new shop space for corrosion control, fabrication, composites, and administrative space. Repair of the building envelope and roof will also be required. (16,000 square feet)
KC-46A ADAL SQUADRON OPERATIONS FACILITIES
This project will renovate the existing Squadron Operations/Simulator Facility (B4916) and Operations Training Facility (B4906) to accommodate new KC-46A equipment and efficiently organize the squadron operations areas to maximize total force integration. This project will include upgrading training areas in B4916 to accept the KC-46A Weapons System Trainer (WST), Boom Operator Trainer (BOT), and Pilot Part Task Trainer (PPTT), and will include the construction of an addition to B4906 for secured climate-controlled storage for Aircrew Flight Equipment (AFE), including night vision goggles (NVG), pelican packs, and helmets. (8,000 square feet)



Contract duration is estimated at 540 days. The estimated cost range is between $10,000,000 and $25,000,000. NAICS code is 236220. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service Disabled Veteran Owned Business contractors should respond to this survey by email by 1:00 PM Eastern Standard Time on 19 September 2016.


Responses should include:
1. Identification and verification of the company's small business status.
2. Contractor's DUNs Number(s) and CAGE Code(s).
3. Documentation from the firm's bonding company showing current single and aggregate performance and payment bond limits.
4. Descriptions of Experience - Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope.


a. Projects similar in scope to this project include:
Renovation or new construction of industrial spaces that include maintenance shops, storage areas, administrative spaces and other similar spaces. Projects shall include construction of new architectural, mechanical and electrical systems.


b. Projects similar in size to this project include:
Projects demonstrating at least 36,000 square feet of finished space. Can be multiple facilities within a single contract.


c. Based on the information above, for each project submitted, include:
1. Current percentage of construction complete and the date when it was or will be completed.
2. Scope of the project.
3. Size of the project.
4. The dollar value of the construction contract and whether it was design-bid build or design-build.
5. The percentage of work that was self-performed as project and/or construction management services or physical construction type work.
6. Identify the number of subcontractors by construction trade utilized for each project.


5. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm's own employees for general construction-type procurement. Include the percentage of work that will be self performed on this project, and how it will be accomplished.


NOTE: Total submittal package shall be no longer than 8 pages. Please only include a narrative of the requested information; additional information will not be reviewed.
