Vitals Information Processing System
The Commonwealth of Massachusetts acting through the Department of Public Health (DPH), Registry of Vital Records and Statistics (RVRS) seeks to procure a web-based solution to meet the requirements of the Vital Information Processing system (VIP). Although RVRS prefers a proven solution, and many vendors offer Commercial Off-The-Shelf (COTS) solutions which meet a majority of the requirements of the Commonwealth, RVRS plans to open the competitive bidding process so as not to overlook a solution that may exist within the market and to obtain the best value solution for the Commonwealth. This solicitation includes information about the Commonwealth's vision and the requirements of the VIP system to help vendors write an appropriate response. However, vendors are encouraged to not limit their responses to only addressing the requirements listed in this RFR. Vendors should also describe alternative requirements, functionality, or frameworks that may be beneficial to the Commonwealth. VIP will streamline and improve RVRS' ability to service Massachusetts city and town clerks, hospitals, boards of health, courts, state and federal agencies, funeral facilities and citizens.
