Video Surveillance, ALPR and PACS upgrades for VA Asheville Medical Center

This is a combined synopsis/solicitation, written under the authority of FAR part 13, Simplified Acquisition Procedures, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a written solicitation will not be issued. Quotes shall reference VA246-17-Q-1751. This Request for Quote (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.

The Network Contracting Office 6 - SAO East intends to award a firm-fixed-price purchase order for upgrades to existing Video Surveillance, and PACS systems, as well as the installation of ALPR system(s), at the VA Asheville Medical Center in Asheville, North Carolina. This procurement is being conducted under FAR subpart 13 Simplified Acquisiton Procedures, and FAR 12.603 for Streamlined Solicitation of Commercial Items.

The North American Industrial Classification System (NAICS) code for this procurement is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a small business size standard of 1,250 employees. This solicitation is 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). All offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov, and registered in the Vendor Information Pages (VIP) at https://www.vip.vetbiz.gov/, to be considered for an award of a federal contract. Read the solicitation in its entirety for other requirements to submit a successful offer. The offeror s SAM entity record must be complete and not missing elements such as representations and certifications.

Any amendments to this RFQ will ONLY be available on the Federal Business Opportunities website (www.fbo.gov).

DUE DATE: The Government will award a contract resulting from this RFQ to the responsible offeror whose quote represents the best value to the Government, given Past Performance, Price and Technical Evaluation Factors. Quotes are due by 08:00 PM Eastern Standard Time on Friday, 25 August 2017. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via e-mail to daniel.spaulding@va.gov.

QUESTIONS: Questions concerning this solicitation shall be addressed to Daniel Spaulding, Contract Specialist, and e-mailed to daniel.spaulding@va.gov. The due date for all questions is Monday, 21 August 2017, 08:00PM EST.

SITE VISIT: A site-visit will be held on Friday, 18 August 2017, for the Asheville VAMC only. The specific time and location will be provided by separate correspondence to the companies who provide notification of their interest. Potential offerors shall contact the Contract Specialist, via email (daniel.spaulding@va.gov), to notify the Contracting Office of their interest in attending, no later than 08:00PM EST, Wednesday, 16 August 2017. Potential offerors who attend the site-visit shall send no more than two (2) representatives. All questions shall be held for later submission to the contract specialist, Daniel Spaulding, at daniel.spaulding@va.gov.
