Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

(ii) This solicitation number 36C24519Q0056 is a request for quotations (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.

(iv) This procurement is being issued as 100% Service Disabled Veterans Owned Small Business (SDVOSB) Set Aside Open Market Competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 511120, with a small business size standard of 1,000 Employees.

(v) The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5 is seeking to an Employee Health & Well-Being Monthly Newsletter which will be distributed across all VA Medical Centers, 152 located across the United States.

(vi) Description of items to be acquired:
Statement of Work for VHA Employee Health & Well-Being Monthly Newsletter
The Veterans Health Administration Employee Health & Well-Being (EHW) Program is designed to help all VHA employees lead healthier, more productive lives. The EHW program does this by providing education, information, tools and opportunities to help employees improve their health and deal with personal problems that might adversely impact their work performance, health, and well-being.
The EHW Program provides information on health-related topics through a variety of media, such as conferences, calls, bulletin boards, videos and a variety of classes. Literature shows that one of the most successful methods of providing information on a variety of health-related topics is a monthly newsletter. Newsletters are written to educate, motivate and produce behavior change. Many of the issues affecting employee mental and emotional well-being include alcohol and other substance abuse, stress, grief, family problems, and psychological disorders.
The EHW Program requires a 4-8 page monthly newsletter in both a print form and a digital version to be distributed to 152 VHA sites. The digital version must be provided in both a PDF format and as an internet link.
Access will be provided for 240,000 employees nationally and allow for sharing with family and friends.
100 copies of the printed version will be drop shipped on a monthly basis by the vendor to 152 sites within the United States whose addresses are provided by the EHW program. The cost of the shipping must be included in the order.
The newsletter will be customizable with the EHW Program masthead, logo and contact information that will be provided by the EHW Program. Program logo and information will be displayed on front page.
The newsletter will be visually appealing with full color pictures, attractive formatting and easy to read fonts.
The EHW Program will be provided column space to create a monthly article with program information.
Topics in the newsletter will be relevant, timely, practical and reviewed for accuracy by experts in the field of employee assistance. Articles will cover a wide variety of topics including financial or non-work-related legal concerns, major life events, including births, accidents and deaths family care, family/personal relationship issues, work relationship issues, concerns about aging parents and other family issues.
Newsletter must be 508 compliant.
Articles must appeal to readers from a variety of educational and ethnic backgrounds.
Pictures must demonstrate diversity in age, sex and ethnicity.

The C& A requirements do not apply. Therefore, a security accreditation package is not required.

(vii) The Base Year period of performance is 01/01/2019 12/31/2019.

Monthly delivery shall be provided no later than 30 days after receipt of order/award of contract and every month thereafter to provide 12 newsletters, 1 for each month of the POP, FOB destination at all the VAMCs listed in the EHW Monthly Newsletter Recipient

(ix) Awards shall be made to the responsible offeror whose offer provides the best value to the government, considering technical capability, past performance and price. The government will evaluate information based information based on the following evaluation criteria:

Past Performance: vendor will provide technical capabilities statement, three 3 references of similar requirements with contact information, and price breakdown.
PriceB will include the monthly unit cost for the base year and 4 option years which includes delivery, FOB destination, to all 152 VAMC s listed in attached EHW Monthly Newsletter Recipient Facilities List .

Technical and Past Performance, when combined, are significantly more important than price.

Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).


(x) The provision at FAR 52.212-3, Offerors Representations and Certifications Commercial Items (OCT 2018), applies to this acquisition.

(xiii) This is a 100% Service Disabled Veteran Owned Small Business set-aside open-market combined synopsis/solicitation for an EHW Monthly Newsletter as defined herein.B B The government intends to award a Firm Fixed Price Contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
