The Department of Veterans Affairs (VA) Strategic Acquisition Center (SAC) is issuing this Sources Sought (SS)/Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) 15.201(e), as a means of conducting market research to identify qualified contractors with the capability and the resources to meet the Veterans Health Administration (VHA) requirement for Dressings/Sponges/Tapes/Bandages. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. Companies are encouraged to respond if they have the capability and/or capacity to provide the product and services identified below. Submission of any information in response to this market survey is purely voluntary. The result of this market research will contribute to determining the method of procurement. At this time the suggested North American Industry Classification System (NAICS) codes assigned to this procurement is 339112 and 339113. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
The Department of Veterans Affairs (VA) is in need of a vendor who can provide brand name or equal for the medical items listed above. These items must meet the Veterans Health Administration (VHA) procedures for shipping and privacy of the Veterans information (per HIPPA and all other Federal and State regulations).
Vendors are asked to provide products and services to meet this requirement which are in accordance with FAR 52.211-6, Brand Name or Equal to each acquisition as listed below and attached hereto in spreadsheet entitled Medical Surgical Prime Vendor (MSPV) Products . (Vendors must review the spreadsheet(s) and respond to all blank cells. If the Vendor has no interest/capability, respond with N/A)

If your organization has the potential capability to perform this effort, please provide the following information on the attached worksheet:
1) Organization Name and Address,

Email Address,
Website Address,
Telephone Number,
Data Universal Number System (DUNS) Number,
Commercial and Government Entity (CAGE) Code,
Business size and type of ownership for the organization;

2) Indicate which items you can provide;
3) Indicate if you are a manufacturer or an authorized reseller of these products/services; and
4) If applicable, your GSA/VA schedule contract and category.
The Government will evaluate market information to ascertain potential market capacity to 1) provide the effort consistent in scope and scale with those described in this notice and otherwise anticipated; 2) and meet the listed salient characteristics.
Additionally, the Government is interested in suggested items of known large purchases for this category ONLY. Additional items should be added at the bottom of the worksheet by the Vendor. The Government will vet the recommended additions for possible inclusion. These additions should only be for historically large purchases from the VA.
Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
SS/RFI Response Submission Instructions: Interested parties who consider themselves qualified to deliver the above-listed items/effort are invited to submit a response to this SS/RFI Notice. Responses to this SS/RFI must be received by 10:00 a.m. Eastern, March 24, 2017. All responses under this SS/RFI Notice must be emailed to VACOSACMSPVRFI@va.gov . Data collected will not be returned or shared with any entity outside of the VA.
