Notice of Intent to Sole Source
The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b) (1), due to only one source being available to meet the Government's needs, to Justright Surgical, LLC located at 357 McCaslin Blvd Ste 120, Louisville, CO 80027-2949. Requirement is for purchase of five (5) Vessel Sealing Instrument 3mm; three (3) Stapling Instrument 5mm; and five (5) Staple Reloads. The General Surgery and Pediatric Surgery Department requires Pediatric Vessel Sealing System consumables that meet the following requirement. 1.) The vessel sealer must be no longer than 3mm in diameter; 2.) The stapler must be 5mm in diameter to fit small neonatal intestine; 3.) Vessel sealer must be FDA approved for use in pediatrics; 4.) Temperature of vessel sealer should not exceed 47 degrees centigrade; and 5.) The stapler reloads must be 5mm in diameter; staple line length 25mm.
The JustRight Vessel Sealing System is the only electrosurgical system on the market that has FDA clearance for use in the pediatric patient population. The 3mm sealer is a multi-function instrument for general and pediatric surgery where access to surgical sites with adult-size technology is limited. As the smallest vessel sealing instrument, the 3mm sealer's short seal times and less than 1mm thermal spread make it ideal for procedures requiring precision. The 3mm Justright sealer enables dissection, secure grasping, and sealing of and vessels up to and including 5mm in diameter.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
