This is NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT NOTICE (SSN) and is issued for planning and market research purposes, and to determine the availability of capable firms to provide the contemplated requirement listed below. It does not constitute a Request for Proposal, a Request for Quote, or an indication that the Government will contract for any of the items and/or services discussed in this notice.

The Department of Homeland Security, Federal Emergency Management Agency (FEMA) will not pay or entitle the submitter of information to claim any form of compensation whatsoever.
Should solicitations be issued, they will be issued pursuant to the acquisition strategy selected by the Contracting Officer and the applicable procurement regulations.

All submissions to this SSN must be submitted no later than Friday, September 13, 2019, 1:00 PM EDT. Limited to 10 pages.


For Market Research - FEMA Logistics Management is interested in chartering one or multiple vessels that has the capability to move both breakbulk (generators and rolling stock) and containers to support resource distribution with the following minimum criteria:
• Roll-On/Roll-Off or ConRo
• U.S. Flag registered and crewed
• Self-Sustaining ship(s) with CHE/MHE capability to load and off load vessel
• Has over 100+K ft2 in capacity
• Capable of responding on the East and West coast as required
• Requirement is for a one base year with five one-year option years
• Access to ports between East coast to/from Puerto Rico, USVI; West coast to/from Hawaii, Alaska, Guam, Saipan; between East and West coast ports


Capable firms are requested to answer/submit the following in detail, and not limited to:
• Year built
• Length of vessel
• Cargo capacity: total underdeck gross area and total underdeck gross strong deck area (ft2)
• Speed
• Max. ramp cap
• Draft
• Reefer capability for continuous operation
• Deck configuration(s) - height and weight limits
• MHE/CHE capability (Crane /container handling capability)
• Supercargo capacity (persons to accompany cargo)
• Time period available, i.e. xx days after receipt of order
• Photos, if available
