Very Low Pressure Calibrator (VLPC)
The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a non-competitive basis to Measurement Instruments East, Inc. for the Procurement of three (3) each Model D585, Very Low Pressure Calibrator (VLPC). The VLPC will be used to calibrate the Pressure Decay / Back Pressure Test Set (PDBPTS), P/N 74D460625-1001, which is used at the Organizational (O) level of maintenance. The PDBPTS functionally tests and validates the integrity of F/A-18 fuel cell bladders by measuring differential and back pressure. The VLPC is required to calibrate the PDBPTS differential pressure gauge at the Intermediate (I) level of maintenance. Measurement Instruments East, Inc. is the only supplier that can provide this requirement, as they are the Original Equipment Manufacturer (OEM) for the VLPC and can guarantee the equipment meets the original performance characteristics, design features, and operational instructions that is required in the Instrument Calibration Procedure (ICP). The Government does now own the data or drawing rights required to make this a competitive procurement. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based on the response to this notice, is solely in the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
