NASA Ames Research Center (ARC) is hereby soliciting information about potential sources for future contract services for aeronautical Vertical Lift Technology Development in engineering, research and development, systems analysis and modeling and simulation.

This Sources Sought/ Request for Information notice requests information on capabilities of potential offerors to provide the services described in the attached Draft Statement of Work (SOW), including to determine small business and all socioeconomic set aside approaches. The Draft SOW establishes the requirements for providing flexible, responsive, coordinated, and comprehensive research and development support services for vertical lift technology development for NASA ARC. Information received as a result of this notice will be considered by the Government and used for acquisition planning purposes only.


As part of the capabilities information submitted in response to this announcement, potential offerors must demonstrate an understanding of the requirements of the Statement of Work, including expertise and experience in the following technical performance areas:
• Vertical Lift Aeromechanics Modeling and Analysis
• Simulation Facility Hardware and Software Development for Experimental Research and Feasibility Assessments including Human-in-the-Loop Simulation Research and Development, Test and Evaluation, and Training
• Aircraft Performance, Handling Qualities, Cockpit Displays, and Flight Control Systems Analysis and Evaluation
• Operations Effectiveness Analysis, Modeling and Simulation, and Program Analysis and Management


Responses to this notice must include the following information:
1) Company name, address, DUNS number, point of contact, phone, e-mail, and website (if applicable).
2) State your company's business size. NASA ARC seeks capability statements from all entities including large and small businesses, colleges and universities, Small Disadvantaged Business (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Vertical Lift Technology Development effort. The Government reserves the right to consider a Small, 8(a), WOSB, SD-VOSB, or HUBZone business set-aside based on responses hereto. Business size should be in accordance with NAICS code 541712 (small business size standard of 1,000 employees), (or suggest other NAICS codes you consider more appropriate for this requirement).
3) Your company's capability in each of the technical performance areas. For each technical area, indicate what percentage of the technical area your company would perform, and what areas would be appropriate for subcontracting or partnering arrangements, especially with small business concerns.
4) For small businesses that cannot perform the entire scope of effort, indicate what portion(s) and area of this scope your company could perform.
5) A list of relevant work performed in the past five (5) years, including contract type, contract number, technical description, dollar amount, period of performance, and a customer reference name and telephone number.
6) Contracting Approach: The Government is soliciting any and all comments and suggestions on contracting approaches to the Vertical Lift Technology Development procurement that will enhance competition and provide business opportunities, including suggested contract type, socioeconomic set asides, performance incentives, solicitation sample tasks, etc.


Interested offerors having the required specialized capabilities/qualifications to support some or all of the work described in the Draft SOW are asked to submit a Capability/Qualification Statement of five (5) pages or less (no less than 10 point font except in figure captions). Due to mailbox limitations, email attachments should not exceed 10 MB file size. Proprietary information should be clearly marked as such. As applicable, NASA may provide proprietary information to its support service contractors who are under an obligation to keep third-party proprietary information in confidence. By submitting a response to this notice, the responder is deemed to have consented to release of proprietary information to such NASA support service contractors. Pursuant to FAR 52.215-3, entitled "Request for Information or Solicitation for Planning Purposes," this information is being made available for market research, information, and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. This notice is subject to review or cancellation at any time and is not to be construed as a commitment by the Government to enter into a contract. The Government will not pay for the information submitted in response to this request and respondents will not receive feedback on their responses or be notified of the results.


All responses to this notice shall be submitted via email to gary.a.shelley@nasa.gov and marianne.shelley@nasa.gov no later than the closing date specified in this announcement. Please reference NNA17612248L in any response. Verbal questions or phone inquiries will not be accepted.


No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on the Federal Business Opportunities website (www.FedBizOpps.gov). It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis.
