Purpose:

This Sources Sought Synopsis (SSS) is being conducted by the Army Contracting Command - Rock Island (ACC-RI) in support of market research pursuant to Federal Acquisition Regulation (FAR) Part 10. This market research is being conducted to identify parties having an interest in and the resources to support the requirement for Vendor Vetting as discussed in the SSS. The intention is to procure these services as a Small Business Set Aside.


Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for Small Businesses or procured through Full and Open Competition. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Requirement:


Vendor Vetting Support Cell (VVSC), a component of the United States Central Command (USCENTCOM), has a requirement to staff a Vendor Vetting Reachback Cell (VVRC). The VVRC shall vet vendors to help identify and prevent insurgents, terrorists, militias, foreign intelligence services (FIS) and criminal organizations from using contracting proceeds to fund their operations and gain access to U.S. and Coalition Forces installations, equipment, facilities, and personnel. The following tasks are examples of work required by the VVRC: translation of documents from native language into English; compile target folders; conduct analysis of source reliability and veracity as reflected in intelligence reporting; populate and maintain SharePoint-type databases compatible with software applications specific to intelligence collection and analysis; perform all-source analysis and apply knowledge of foreign military/insurgent systems; determine findings, and report findings in the form of a Vendor Vetting Report on each vendor that includes a Force Protection risk assessment.


The contractor shall perform from VVSC offices at MacDill AFB, Florida and coordinate with designated facilities throughout the USCENTCOM Area of Responsibility (AOR). These efforts are in support of the Congressionally-mandated mission within the National Defense Authorization Act (NDAA) Section 841 Prohibition on Contracting with the enemy in the USCENTCOM Theater of Operations.

This request for capability statements will work as a sources sought to determine the availability of qualified contractors having the skills and capabilities necessary to provide VVRC efforts. A Performance Work Statement will not be released at this time. Interested parties are requested to submit a capabilities statement of no more than three (3) pages in length.

All vendor capability statements must be current and can demonstrate experiences within the past 5 years to successfully accomplish the task. Responses should demonstrate background in the following analytical areas: Middle East/Southwest Asia regional analysis; intelligence collections databases; Counterintelligence (CI), Counter-Terrorism (CT), Signals Intelligence (SIGINT) and Human Intelligence (HUMINT) analysis; Middle East/Southwest Asia cultural awareness and political/social environments.


This documentation must address at a minimum the following items:


1.) What type of work has your company performed in the past in support of the same or similar requirement?
2.) Can or has your company managed a task of this nature? If so, please provide details.
3.) Can or has your company managed a team of subcontractors before? If so, provide details.
4.) What specific personnel and/or technical skills does your company possess which ensure the ability to perform the tasks?


Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance.
