Purpose:

This Request for Information (RFI) is being conducted by the Army Contracting Command - Rock Island (ACC-RI) in support of market research pursuant to Federal Acquisition Regulation (FAR) Part 10. This market research is being conducted to identify parties having an interest in and the resources to support the requirement for Vendor Vetting as discussed in the RFI. United States Central Command (CENTCOM) has a requirement to staff a Vendor Vetting Reachback Cell (VVRC) at McDill AFB, Florida The requirement will be for a period of six months with performance beginning on 28 February 2017. All parties responding to this RFI must have a current SECRET Facility Clearance and be able to be fully operational on 28 February 2017. The VVRC shall vet non-US vendors to help identify and prevent insurgents, terrorists, militias, foreign intelligence services (FIS) and criminal organizations from using contracting proceeds to fund their operations and gain access to U.S. and Coalition Forces installations, equipment, facilities, and personnel.

If a solicitation is released, it will be synopsized on the Government-wide point of entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.

This RFI will determine the availability of qualified contractors having the skills and capabilities necessary to provide VVRC efforts beginning on 28 February 2017. A Performance Work Statement will not be released at this time. Interested parties are requested to submit a capabilities statement of no more than three (3) pages in length.

All vendor capability statements must be current and can demonstrate experiences within the past 5 years to successfully accomplish the task. Responses should demonstrate background in the following analytical areas: Middle East/Southwest Asia regional analysis; political analysis; intelligence collections databases; Counterintelligence (CI), Counter-Terrorism (CT), Signals Intelligence (SIGINT) and Human Intelligence (HUMINT) analysis; Middle East/Southwest Asia cultural awareness and political/social environments.
This documentation must address at a minimum the following items:


1.) What type of work has your company performed in the past in support of the same or similar requirement?
2.) Can or has your company managed a task of this nature? If so, please provide details.
3.) Can or has your company managed a team of subcontractors before? If so, provide details.
4.) What specific technical skills does your company possess which ensure capability to perform the tasks?


Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance.

All data received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
