IGF::CL,CT::IGF, The United States Environmental Protection Agency's (EPA) Region 5 Contracting Office is issuing a Request for Proposal (RFP) for Region 6 Superfund Technical Assessment and Response Team (START) IV. The solicitation number for this acquisition is SOL-R6-16-00006. The due date for the offerors proposal is March 16, 2017, before 2:00PM(CST).

The primary performance of work will be conducted within Region 6 (AR, LA, NM, OK, and TX); however, contractors may need to respond to unforeseen national responses and be able to perform outside the region. In times of national response, the additional areas of response may include: Region 1 (CT, ME, MA, NH, RI and VT), Region 2 (NY, NJ, Puerto Rico, and the US Virgin Islands), Region 3 (DE, DC, MD, PA, VA, and WV), Region 4 (AL, FL, GA, KY, MS, NC, SC, and TN), Region 5 (IL, IN, MI, MN, OH, and WI); Region 7 (IA, KS, MO and NE), Region 8 (CO, MT, ND, SD, UT, and WY), Region 9 (AZ, CA, HI, NV, American Samoa, and Guam), and Region 10 (AK, ID, OR, and WA). The contractor must be able to maintain a 24-hour, seven days a week, year-round response capability to the EPAB?s need within the region as well as outside the region on a backup regional, cross regional, national, and international response.
These services shall be performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (also known as CERCLA or Superfund) as amended, the National Oil and Hazardous Substances Pollution Contingency Plan and other environmental statues. The contractor shall provide services to support response and site assessment activities related to the release or threat of release of oil, petroleum products, hazardous substances, weapons of mass destruction or pollutants and contaminants that pose an actual or potential threat to human health and welfare, or to the environment.
The solicitation will be a five (5) year base period.
This solicitation will be a full and open solicitation under NAICS Code of 541620.
541620 Environmental Consulting Services: This industry comprises establishments primarily engaged in providing advice and assistance to businesses and other organizations on environmental issues, such as the control of environmental contamination from pollutants, toxic substances, and hazardous materials. These establishments identify problems (e.g., inspect buildings for hazardous materials), measure and evaluate risks, and recommend solutions. They employ a multidisciplined staff of scientists, engineers, and other technicians with expertise in areas, such as air and water quality, asbestos contamination, remediation, and environmental law. Establishments providing sanitation or site remediation consulting services are included in this industry.

Amendment #1 to the subject solicitation notifies all offerors all solicitation questions are due no later than 1400 CST, on Monday, February 27, 2017.
