We need to establish statewide full-service vending agreements for the Business Enterprise Program for the Blind (BEPB). The BEPB is a program of the Division of Rehabilitation Services, within the Department of Human Services. The program provides self-employment opportunities for individuals who are legally blind in the management of vending facilities, cafeterias, snack bars, gift shops, and vending machine routes. The purpose of this contract is to provide vending machine service for the BEPB in the absence of a vendor who is blind. The BEPB intends to use the selected vendors exclusively for vending service when a blind manager is not available. There will be no charge to the state to contract with a vendor for this service. The vendors will pay the BEPB a percentage of their commission of the gross sales.
A single commission percentage is required for all vended products sold. The commissions will be used to provide additional opportunities and programs for the blind or visually impaired managers in the state of Illinois. The initial sites will be various postal substations throughout the state of Illinois. A list of initial sites and a region map is included as Attachment A. Postal substation sites are categorized in five regions. Bidders will have an option to bid on sites by region within their coverage area. For sites other than postal substations, the successful bidder may operate a facility for up to a year until an eligible blind vendor is selected. The successful bidder will relinquish operation to the program after one year or upon mutual agreement.
