This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This requirement is a total small business set-aside with the associated NAICS code of 811198 and a small business size standard of $7.5M
Please see the attached Request For Quote document and CLIN Structure/Pricing for information on requested items, quantities, and units of issue.
The contract award resulting from this solicitation will only be funded for Contract Line Item Number (CLIN) 0001. CLIN 0002-0022 will be included in the award as options IAW FAR Clause 52.217-7. Upon delivery of CLIN 0001 an inspection will be conducted by the Nellis AFB Vehicle Management Flight to ensure that the installed system is not incorporated into any vehicle specific system other than the fuel. Provided the installation of the air conditioning system adheres to this limitation, a written notice will be provided to the contractor with the Government's intent to exercise the remaining CLIN's.
The period of performance for the installation of all items has not yet been determined. Acceptance will take place at FOB Destination
The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.
This requirement will be awarded on a Lowest Price Technically Acceptable basis.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.

CONTRACT CLAUSES


52.217-7 Option for Increased Quantity -- Separately Priced Line Item (Mar 1989)
The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days from date of acceptance of CLIN 0001. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.




5352.201-9101 OMBUDSMAN (JUN 2016)
(IAW AFFARS 5301.9103)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.


(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).


(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, at - , FAX - , email . (d) The ombudsman has no authority to render a decision that binds the agency.

(b) The Contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect.


(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.


(d)(1) Use of funds appropriated (or otherwise made available) by the Continuing Appropriations Act, 2017 (Pub. L. 114-223), or any other Act that extends to fiscal year 2017 funds the same prohibitions as contained in section 743, division E, title VII, of the Consolidated Appropriations Act, 2016 (Pub. (a) Invoice payments-
(5) Computing penalty amount. The Government will compute the interest penalty in accordance with the Office of Management and Budget prompt payment regulations at 5 CFR part 1315.
