This pre-solicitation notice is being posted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 5.2. This is not a request for proposal.


The Air Force Materiel Command, Air Force Test Center, Test Range and Specialized Contracting Division, Specialized Contracting Branch (AFTC/PZZC) intends to solicit, negotiate and award a sole source contract for this requirement under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)), to Avarint, LLC - CAGE Code: 70NP6, 4455 Genesee St., Suite 106 Buffalo, NY 14225.


The North American Industry Classification System (NAICS) code for this effort is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1,000 employees. The Service Code is R425 - Support - Professional: Engineering/Technical.


The anticipated acquisition is for a five-year, cost plus fixed fee (CPFF) / cost reimbursement (CR) ID/IQ non-commercial service contract for the Validated Red Airspace Virtual Environment (VALRAVN) with an anticipated ordering period from 31 Mar 2020 through 30 Mar 2025. Individual orders to be issued against the basic ID/IQ contract will vary in size and complexity, ranging from $2.5K to ~$5M. Specific procurement requirements are as specified in the attached DRAFT Performance Work Statement.


Responsible sources may submit a capability statement, limit ten (10) pages, which shall be considered by the Government. Any capability statement submitted will need to demonstrate how the source can meet the work within the DRAFT PWS without (a) substantial duplication of cost to the Government that is not expected to be recovered through competition and (b) unacceptable delays in fulfilling the agency's requirements.

This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit information.
