V-22 Defensive Weapon System (DWS) Logistics Support
The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-12-G-0005 to BAE Systems Controls, Inc. (BAE), 1098 Clark Street, Endicott, NY 13760-5553, on a sole-source basis. This effort will provide logistics support for the DWS. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE is the Original Equipment Manufacturer (OEM) of the DWS, and at this time BAE's DWS is the only DWS that has been integrated into and flight qualified on the MV-22. BAE is the only source that possesses the engineering, technical data and requisite knowledge of the DWS design, fabrication, performance operation, maintenance and support characteristics to fulfill this requirement.
