The North Carolina Department of Justice IT Division (ITD) is piloting the Microsoft Visual Studio Team System and Team Foundation Server (VSTS/TFS) 2005 to determine if the solution is suitable for enterprise deployment. Currently, ITD uses the following technologies:
Microsoft .Net/C# 2005 Programming
Microsoft Visual SourceSafe (VSS) for application development source control,
Microsoft Project 2003 for project management-schedule development,
Microsoft Office 2003 for standard office tools (word processing, spreadsheet, etc.),
Microsoft SQL Server 2005 for database administration (with SQL Reporting Services),
Microsoft Biztalk as the core application infrastructure (2006 upgrade is being planned for this year),
United Management Technologies Inc. (UMT, now Microsoft) Portfolio Manager 2004 edition at the North Carolina Office of Information Technology Services (ITS) to report all project portfolio information,
Mercury Testing Tools (now HP Quality Center), available from ITS.

VSTS/TFS has been installed in a single server to determine its viability in the enterprise. Windows SharePoint Services (WSS) are also being used for document management. VSTS/TFS is supporting a single project, the Training & Standards Conversion Project, which is an in-house software development effort. VSTS/TFS is configured to use the Capability Maturity Model Integrated (CMMI) process template, however the rules are not been enforced at this time (e.g., check-in policies activated, etc.). In addition, requirement work items have been established from the project's functional design specifications, and task work items have been created from the Microsoft Project schedule. VSTS/TFS security roles and groups have also been established, using the default groups with CMMI's role recommendations.
