VRG-1000 Interrogator/Transponder System
Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, Maryland intends to award a firm fixed price contract for the procurement of one (1) VRG-1000 Interrogator/Transponder System, on a sole source basis with ViaSat, Inc. (ViaSat) (Cage: 47358) of Carlsbad, California. This action will provide the modification of the existing ViaSat VRG-1000 System, which includes external controlled System Under Test pointing angle and external platform control Distributed Interactive Simulation. The contract shall also provide for an option for three (3) years of sustainment support to provide NAWCAD with repairs, training, and/or enhancements to the VRG-1000 product, and an option to procure an additional two (2) VRG-1000 Interrogator/Transponder Systems, as required. The purpose of this contract is to provide the Identification Systems (IDS) Division of NAWCAD St. Inigoes, Maryland with the capability to test requirements for the AN/UPX-29(V) Interrogator System Mode S. ViaSat currently retains all rights to the software, firmware and hardware that would be required for NAWCAD 4.11.2.1 to modify the VRG-1000 System. Without technical data no other source could make the required modifications to the ViaSat System. The government intends to award this requirement under the authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. No solicitation will be available for this procurement.
