VOLCANO GAS GEOCHEMISTRY AND MONITORING SERVICES

The U.S. Geological Survey, Volcano Emissions Project (VEP), requires a consultant with expertise in the highly-specialized field of volcanic gas geochemistry and monitoring to support both domestic research and international partners through the Volcano Disaster Assistance Program (VDAP). General work requirements will include evaluation and interpretation of geochemistry datasets; evaluation and interpretation of gas measurements collected by domestic and international partners during episodes of volcanic unrest; populating geochemistry data in the EFIS/WOVOdat database and internal VEP database; providing training in geochemical measurement techniques, lab facilities, and data interpretation; assisting VEP and VDAP with conducting and evaluation CO2 flux/diffuse degassing measurements domestically and abroad; and performing field work to assess emission rates and gas composition of high-temperature volcanic gases as volcanoes domestically and abroad. Most work can be performed remotely (not in USGS offices) and some limited travel (to field sites, to meetings/conferences, or to USGS offices) is required.
The structure of this intended contract will be indefinite-delivery, indefinite-quantity with a three-year ordering period and a ceiling of not-to-exceed $250K. The statement of work will outline generic categories of work, and an hourly labor rate will be pre-negotiated. Travel and other miscellaneous expenses will be reimbursed at actual cost when authorized. Individual task orders will be issued at a negotiated firm-fixed price based on the pre-negotiated hourly rate plus authorized expenses as specific work requirements are identified during the ordering period.
The statement of work will be released with the Request for Proposals, which we expect to be available in late April or early May. We intend to award a single contract as described above in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 15 (contracting by negotiation). The applicable product service code is B530, special studies/analysis - seismological. The applicable NAICS code is 541690, other scientific/technical consulting services, associated small business size standard $15.0M. This acquisition is reserved exclusively for small businesses.
