i.      This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 

ii.     The solicitation number is 95T813-19-R-0025 and a statement that the solicitation is issued as a Request for Quotations (RFQ).

iii.    This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through the most recent Federal Acquisition Regulation amendments which can be found at https://www.acquisition.gov/browse/index/far.

iv.    The procurement is classified under NAICS code 515111 - Radio Networks with a small business size standard of $32.5 million.  This acquisition is unrestricted.  All responsible sources may submit a quotation which shall be considered by the Government.

v.     A firm-fixed price (FFP) contract is anticipated.  An estimated price schedule is included in Attachment B – Price Schedule of this solicitation.

vi.   The United States Agency for Global Media (USAGM) is seeking a TV Station with national level coverage in Turkey (cable and satellite) to provide the services, as included in Attachment A - Statement of Work of this solicitation.

vii.  Duration of contract shall be one year with two (2) one-year option periods subject to the availability of funding.  Place of performance is The Republic of Turkey.  All services shall be performed solely at the contractor’s facility/site.

viii.  The provisions at FAR clauses 52.212-1 through 52.212-5 apply to this acquisition.  A full list of applicable FAR provisions and clauses is included in the solicitation.  The provisions of applicable FAR clauses can be obtained from the Internet web address at https://www.acquisition.gov/browse/index/far. ;

ix.    The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement.

x.      This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) procedure to make a best value award.  A decision on the technically acceptability of each offeror’s offer will be made.  Award will be made to the responsible offeror whose offer conforms to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.  All technically acceptable offerors shall be treated equally except for their prices. For those offerors which are determined to be technically acceptable, award will be made to the offeror who submitted the lowest overall price. 

The Government intends to make a selection based upon initial offer submissions and intends to make an award without discussions.  Offerors are advised to submit offers that are fully and clearly acceptable without requests for additional information.   If further questions are required, the Contracting Officer may contact the offerors.

xi.   Questions regarding this solicitation shall be submitted to the Government to its central repository location for receipt of questions by 12:00 PM Eastern Daylight Time (EDT) on May 27, 2019, at the following email address: oevans@usagm.gov market for attention to Ms. Olena Evans.  Response to questions will be posted to the FedBizOpps website at https://www.fbo.gov/
