STATEMENT OF WORK FOR SOLICITATION NO.95T813-19-R-0033


VOICE OF AMERICA TELEVISION PROGRAM AND RADIO FREE EUROPE RADIO PROGRAM
1.    The U.S. Agency for Global Media (USAGM) is seeking a TV and Radio Station with national level coverage in Bosnia and Herzegovina (cable and satellite) to provide the services described below.


2.    U.S. Agency for Global Media, Office of Technology, Services and Innovation, Prague Regional Marketing Office, is seeking a "Provider" that is a news TV and Radio Provider. A Provider is defined as a full time TV and Radio Station, which has the ability to reach mass audiences in Bosnia and Herzegovina with a reputation for producing respected, credible and accurate news programming and that has the technical ability to rebroadcast VOA TV and RFERL Radio Programs.
3.    The primary objective is to provide transmission of U.S. Agency for Global Media - provided content (Voice of America Serbian TV Programs and Radio Free Europe Radio South Slavic Programs) on a regular basis, as described below in the broadcast schedule, to the largest possible audience in Bosnia and Herzegovina using available U.S. Agency for Global Media funding.


4.    The preferred Provider shall broadcast Voice of America TV Serbian Programs from Monday to Friday at 0000-0030, Radio Free Europe South Slavic Radio program from Monday to Saturday at 1900-1930 with the unpaid repeats from Monday to Friday at 0400-0430 Local Time with the broadcast airing not varying more than two minutes from the aforementioned times. The Provider shall also broadcast unpaid VOA TV Bosnian program every Monday at 1625-1655 in Bijeljina. 5.    U.S. Agency for Global Media is solely responsible for the content of all U.S. Agency for Global Media provided programming and is authorized to produce its program in the desired format, so long as it does not violate the laws of Bosnia and Herzegovina.


6.    The Provider shall supply all personnel, equipment, and transmission services to receive and rebroadcast the VOA TV and RFERL Radio Programs in its entirety, without pre-emption, alteration, abridgment or exception. However, the Provider shall have the right to decline to run the U.S. Agency for Global Media content, so long as U.S. Agency for Global Media is notified in advance of the intent and reason, and may recommend changes to program format or content. No alterations shall be made, however, without the prior written agreement of the Contracting Officer (CO), the Contracting Officer's Representative (COR).


7.    The Provider will only be paid for the original airings of the VOA TV and RFERL Radio programs that are run from start to completion and to the satisfaction of the U.S. Agency for Global Media.


8.    The Provider shall inform the U.S. Agency for Global Media in advance of any planned alteration of the programs' scheduled broadcast airing or other technical or administrative issues post award. The Provider and the U.S. Agency for Global Media shall provide each other with point of contact information for notification purposes.


9.    The U.S. Agency for Global Media will transmit VOA TV and RFERL Radio Programs to the Provider via satellite, Internet/File Transfer Protocol (FTP), or other means. The technical details of the transmission to the Station(s) and feed transmission times will be mutually agreed upon after contract award once a Station Provider is selected by the U.S. Agency for Global Media.
