VMware Production Support and Software Maintenance Subscription Renewal for FHFA
SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FHF-14-Q-0216. This procurement is issued as a Request for Quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. The NAICS code is 541519 - Other Computer Related Services and the size standard is $25,500,000.00. The government anticipates awarding one Firm Fixed Price (FFP) purchase order as a result of this solicitation.
STATEMENT OF WORK: The Federal Housing Finance Agency (FHFA), Office of Technology and Information Management (OTIM) requires the specific commercial IT maintenance and support identified under Attachment A, Schedule of Supplies/Services, at the quantities specified therein. FHFA requires the exact brand name items and equivalent/substitute items will not be considered technically acceptable. A redacted version of the Justification for Other Than Full and Open Competition is provided under Attachment C to document the requirement for the brand name items. If applicable to the particular product, the contractor shall be an OEM-authorized distributor.
SUBMISSION OF QUOTES: Vendor quotes shall either provide a copy of Attachment A, Schedule of Supplies/Services, with their quoted unit prices provided in the cells highlighted in yellow or by providing their own quote with the same details. In addition, vendors shall confirm their ability to meet the required delivery schedule and their status as an OEM-authorized distributor. To be considered for award, vendors shall submit quotations electronically to [email protected] no later than 12:00 PM EST Friday, June 13, 2014.
APPLICABLE CLAUSES: This solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation (FAR) Circular 2005-74, effective May 30, 2014. FAR Provision 52.212-1, Instructions to Offerors-Commercial Items (Apr 2014) is incorporated by reference. FAR Provision 52.212-2, Evaluation-Commercial Items (Jan 1999) is incorporated by reference with the following insert under (a): "The following factors shall be used to evaluate offers: Price, Authorized Reseller, Ability to Meet Delivery Schedule, Technical Acceptability." FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2014) is incorporated. Contractors may submit their Online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. In addition, this solicitation incorporates the FAR clauses and FHFA specialty clauses identified in Attachment B, FAR Clauses and FHFA Specialty Clauses.
