This Sources Sought request for information (RFI) is posted for market research purposes ONLY. It is not a solicitation.

VISN 2 Network Contracting Office 2 (NCO2) is seeking sources to provide, install, and implement a turnkey VISN 2 Large Volume Multi-Channel IV Infusion Pumps and PCA Pumps solution.

The goal of this project is to replace all Large Volume Multi-Channel IV Infusion Pumps and PCA Pumps in VISN 2 with pumps under a single manufacturer determined to meet the needs of all facilities best by providing safe, high-quality patient care. This would include, but not be limited to, the IV infusion pumps, PCA pumps, data storage and analysis software, software licenses, implementation and training services, and optimization services to reduce medication administration errors.

Place of performance
The requirement calls for the acquisition, installation, training, and maintenance and drug library interfacing, implementation service within the following VISN 2 facilities:
James J. Peters (Bronx) VAMC ; Brooklyn VAMC ; Manhattan VAMC ; St. Albans VAMC ; East Orange VAMC ; Lyons VAMC; Montrose VAMC ; Castle Point VAMC ; Northport VAMC ; Buffalo VAMC; Batavia VAMC; Syracuse VAMC; Bath VAMC; Canandaigua VAMC; Albany VAMC

Turnkey installation is defined as the procurement, site planning, site preparation, configuration, implementation, and complete modalities interface installation of Large Volume Multi-Channel IV Infusion Pumps and PCA Pumps at all VISN 2 facilities by a single prime vendor. This requirement includes the trade-in/turn-in/removal of all existing infusion pumps and batteries.

VISN 2 intends to purchase new Large Volume IV, and PCA Pumps for each facility in the VISN. VISN 2 is employing infusion pumps that are reaching End of Life and use out of date technology that requires frequent corrective maintenance. Current systems being used in the VISN are no longer fully supported by vendors, as new technologies are offered in the market place.
Proposed equipment must have FDA clearance. All medical device system components must comply with FDA regulations for its specific classification, either Class I, MDDS (Class I), Class II or Class III.
Infusion pumps shall provide for the multi-modality and modular design.
Infusion pumps shall be capable of employing multiple channels at a time to support patient multiple needs for medication infusion.
A single platform and single user device interface should be applied at all VISN 2 facilities.

Data Management/ Connectivity
Proposed systems should allow wireless communication to transfer new drug libraries and software updates from a site specific server to the pumps, and to transfer event and alarm logs from the pumps to the server.
Proposed system must be useable in a FIPS 140-2 compliant 802.11a/b/g/n wireless environment, so the system must be capable of supporting this.

Data Security
Infusion pumps shall be capable of meeting the Federal Information Processing Standards, FIPS 140-2 compliance and data encryption certification, as allowed by VA s Office of Information and Security.
All medical device components, including but not limited to servers, must be in compliance with VA MDIA (Medical Device Infrastructure Architecture) as well as comply with all FDA regulations.

Customer Service/ Support/ Training
Potential sources muse be able to provide:
On-site installation to implement as well as configure the Large Volume Multi-Channel IV Infusion Pumps and PCA Pumps.
Training for the management and maintenance of the Large Volume Multi-Channel Infusion Pumps and PCA Pumps to on-site to clinical users including Nursing Staff, Sterile Processing Services (SPS) Cleaning and Disinfection Staff, Biomedical Engineering Staff, Pharmacy Staff, and Education Staff at each of the VISN 2 sites.
technical support as well as e-mail support during clinic operation hours and off-hours for service if necessary. VPN access could be made available to the vendor with appropriate security measures.

Warranty
Potential sources muse be able to provide:
a minimum of a three year warranty
Extended warrantee, including parts and preventative maintenance
All Infusion pumps and accessories to include a warranty for repairs/replacements commonly given in the market place.

Maintenance (during warranty and extended warranty period
Proposed sources must be able to maintain the equipment in accordance with the Conformance Standards Section, by furnishing all necessary labor, management, equipment, tools, materials, repair service, preventive maintenance, tools, instruments, software and hardware updates and parts for service in accordance with the terms, conditions and schedule of this agreement.
The Proposed sources must be able to provide repair service such as adjusting, replacing parts, and maintaining the equipment, including all intervening calls necessary between regular services and calibrations.

Past Performance
Vendor has performed well in VA setting.
Vendor has reputation for quality and reliability in VA and non-VA settings.
