NCO 20 Prosthetics Contracting intends to issue an RFQ for Durable Medical Equipment Service where the Contractor shall provide all management, facilities, tools, supplies, equipment, transportation, and labor to deliver (DME) Services to VISN 20 Department of Veterans Affairs (VA) beneficiaries. The services will be provided in accordance with Joint Commission (JC) standards or any other national accrediting body for home care, if the standards set by that other accreditation body at least meet JC standards (i.e., the Accreditation Commission for Health Care, Inc.). The purpose of the contract(s) is to deliver DME to eligible beneficiaries in a timely, safe, and cost efficient manner.
The RFQ will be conducted as a 40% partial set-aside for small business. The VA contemplates awarding at least 11 of 29 bidding areas to small business concerns with the remaining areas going to full and open competition once the partial set-aside has been met. In both cases; to be compliant with 38 U.S.C. 8127 (AKA Kingdomware), the RFQ will utilize a cascading evaluation methodology which could result in more bidding areas being awarded to small business concerns should two or more offerors provide Lowest Price Technically Acceptable (LPTA) quotes under the established order of precedence.
The NAICS for this effort is 621610 with a size standard of $15 million. The estimated solicitation issue date is July 14, 2017.
