The VISN 2 Prosthetics & Sensory Aids Service (PSAS) has a requirement for Durable Medical Equipment (DME) services for their downstate New York/New Jersey VA Health Care Network facilities to include: environmental assessment, storage, delivery, set-up, repair, instruction-in-use, and/or pick-up of Government purchased items. The services shall also include the installation of grab bars, room air conditioners, and maintenance of feeding pumps. Some of the equipment that may need to be delivered and set-up includes, but is not limited to, hospital beds, feeding pumps, trapezes, patient lifts, mattresses, bathroom equipment, ambulation devices, room air conditioners, etc. Potential contractor(s) shall have the qualifications, experience, and expertise needed to perform the requested DME services. Contractors must also comply with all applicable standards of the Joint Commission (JC) and all applicable local, state, and federal laws. Contractors will be required to provide documentation on how they will meet the JC standards if not accredited with JC. Storage of beneficiary items are required to be at a Contractor climate-controlled warehouse.

Request for Proposal (RFP) 36C242-19-R-0136 will be available for download from this website on or about July 22, 2019. No hardcopies will be sent out. Questions must be submitted in writing via email to the Contract Specialist at Cheryl.Whitton@va.gov. Questions regarding the RFP must be received a minimum of ten (10) business days before the closing date listed in the RFP. If warranted, responses to inquiries will be incorporated into a written amendment posted to the Federal Business Opportunities website at http://www.fbo.gov. Verbal questions will not be addressed. Offerors are encouraged and are responsible for routinely checking this website for any solicitation amendments that may be issued throughout the proposal period.

This requirement is being solicited as 100% Small Business Set Aside. The NAICS Code for this requirement is 621610 Home Health Care Services and the Small Business Size Standard is $15 Million. Contractors are required to be registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM prior to contract award.
