MUNITION SERVICES

 


1.0 Description


 


1.1 This is a Request for Information in support of a market survey being conducted by Joint Base Andrews in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research, to determine interest and capabilities of potential sources.  This notice is for informational and planning purposes only and does not constitute a solicitation, or a synopsis of a solicitation, or a commitment on the part of the government to later publish a solicitation or ultimately award a contract.  The Government will not reimburse the costs of preparing or submitting a response to this notice.


 


1.2 The intent of this notice is to identify potential offerors who can provide all management, personnel, vehicles, tools, supplies, equipment and labor necessary to perform munitions services and over and above services in support of aircraft assigned to the 11th Wing and 89th Airlift Wing and their respective customers.  Tasks include servicing and fueling all US and foreign aircraft that are transient on Joint Base Andrews-Naval Air Facility Washington (JBA-NAFW).  The contractor shall provide support to other federal agencies and installation tenant units.


 


1.3 Estimated Period of Performance is one base year and four option years. 


 


1.4 The pre-solicitation notice and solicitation is anticipated to be released early 2018.


 


1.5 A site visit is anticipated.


 


2.0 Requested Information


 


2.1 A copy of your most recent capability statement if available.


 


2.2 Business size and socio-economic group if a small business.  Small Business (SB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business (HSB), Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Business (EDWOSB), Historically Black College or University or Minority Institution (HBCU/MI), an 8(a) firm, an Indian tribe or Alaskan Native Corporation.


 


2.3 A statement whether the entire requirement is or is not within your capabilities and whether there is a reasonable expectation your company would submit a proposal.  Please thoroughly review the attached Performance Work Statement.


 


2.4. If your company would not submit a proposal, provide a rationale. Please indicate if the    combined requirement as outlined in the PWS of the fuel and base supply management services are a limiting factor. 


 


2.5 Include a Point of Contact, mailing address, phone number, email address, and cage code.


 


3.0 Responses


 


3.1 Please respond by e-mail to charles.taylor.29@us.af.mil and Arthur.l.morales.mil@mail.mil  no later than Friday, January 19, 2018 at 1:00PM EST.  An award will not be made based on responses to this notice.  This Request for Information is not a Request for Proposal or Quote (RFP or RFQ), the requested information is market research that will be utilized to further develop the acquisition strategy.  The Government is not responsible for any costs incurred by vendors in developing a response to this request for information.  The Government is not obligated to issue a solicitation and/or award as a result of this notice.
