The Naval Air Systems Command (NAVAIRSYSCOM) intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N00019-14-G-0004 to Sikorsky Aircraft Corporation (Sikorsky) on an other than full and open competition basis.  The contract will be for Non-Recurring Engineering to support the development of the Updated Remote Control Unit (uRCU) for the APX-123A Identification Friend or Foe (IFF) transponder system installed in the VH-92.  Sikorsky is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this effort.  A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements".
