SOURCES SOUGHT NOTICE:

The Program Executive Office for Simulation, Training and Instrumentation; Joint Project Management Office Medical Modeling and Simulation (JPMO MMS) is currently refining an acquisition strategy for the Healthcare Simulation Services (HSS) effort. The Product Manager for Medical Simulation (PdM MedSim) is supplementing their existing Market Research to identify interested sources and capabilities of industry for the procurement of the HSS. This post is not a Request for Proposal (RFP) or a commitment by the US Government.



Interested parties are invited to submit a capabilities statement indicating their ability to provide the services described on the attached Performance Work Statement (PWS) . Responders are advised that the US Government will not reimburse any contractor for any information or administrative costs incurred in their response to this SSN. The contractor will assume all costs associated with responding to this SSN. Not responding to this SSN does not preclude participation in any future RFP or other solicitation, if any is issued.


There is no formal solicitation available at this time. No award will be made because of this market survey. If a formal solicitation is generated later, a solicitation notice will be published. All information shall be submitted at no cost or obligation to the Government.


The Government requests you provide your expression of interest by submitting a capability statement regarding the requirements. At a minimum, the attached Excel spreadsheet, Attachment 2, must be completed in response to this Notice.


POTENTIAL REQUIRED CAPABILITIES:


The Healthcare Simulation Services (HSS) effort defines the Standardized Patient (SP) services for the Veterans Health Administration (VHA) Simulation Learning, Education and Research Network (SimLEARN) training program. This effort shall provide the ability to support Standardized Patient services, and in the following Standardized Patient sub-categories:


• Human Ultrasound Models (HUMs)
• Debrief Interactors (DIs)
• Gynecologic Teaching Associates (GTAs)


This HSS services contract shall be in support of VHA SimLEARN training events held at the National Simulation Center (NSC) in Orlando, FL and the National Simulation Network (NSN) throughout the Continental United States (CONUS).


For your reference, the Government has attached the DRAFT Performance Work Statement (PWS) for the HSS contract. Up to 10 Microsoft Word or Adobe Acrobat PDF pages may be submitted to delineate your firm's capabilities as it relates to the requirements outlined within the DRAFT PWS. The Government may not review any pages beyond the 10-page limit. Reponses are due to the contacts outlined below, no later than 4:00 PM EST on 2 June 2017. Company information should include the following:


a) Your company name, address, POC, email addresses, NAICS Code, CAGE Code, phone numbers and the company's web page (if applicable);
b) Identification of business size, i.e. US large or small business, service disabled veteran business, HUB Zone, Small Disadvantaged Business, Woman Owned Small Business, etc.
c) Company capabilities and experience relative to the HSS capabilities identified in the DRAFT PWS.
d) Statement of whether or not your firm intends to propose as a prime contractor/ subcontractor. Please identify teaming arrangements.
e) Please provide comments/input on feasibility of requirements provided in the PWS.
f) Please provide comments on the feasibility and risk of accomplishing the 90 day rescheduling and 72 hour Task Order or Call Order modification.
g) Please identify associated risks with contract execution.
h) Please provide an estimate of cost required for contract execution.
