THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTES. RESPONSES TO THIS NOTICE WILL BE USED TO DETERMINE THE SOLICITATION APPROACH.

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) Contracting Office (Code 440), Everett, WA Detachment intends to issue a solicitation for Ventiliation System Cleaning to be performed on U.S. Navy submarines and other Government vessels at the Puget Sound Naval Shipyard Bremerton. Services will include cleaning of the submarines ventilation system and in-line components. Contractor employees will require access to and control of Restricted Data (RD), regarding Naval Nuclear Propulsion Information (NNPI and U-NNPI), to accomplish the requirements of this contract.

This procurement will be solicited under NAICS Code 336611 -- ship repair done in a shipyard . The successful contractor will be required to provide the necessary management, administrative support, labor, equipment and materials to accomplish the requirement in accordance with the incorporated scope of work and all applicable Government specifications and regulations. The Government intends to award a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a base year period and four one-year option periods with a minimum guarantee and to issue subsequent delivery orders based on the Ventilation System Cleaning needs of the Navy.

Information received in response to this notice of intent will be considered for the purpose of determining the type of solicitation to be issued. PSNS&IMF Code 440 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine the type of solicitation to issue. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.

Firms wishing to express an interest in the upcoming solicitation should send an email providing all point of contact information to Rachel Slaker at rachel.slaker@navy.mil. In this email firms should provide a general description of their scaffolding capabilities and an identification of their small business status (Small Business, 8(a), HUBZone, Woman-Owned, etc.) if applicable. Company information will be added to an interested parties list and courtesy notification will be sent when the solicitation is posted.
