 This NSN 4810013922935 will be solicited as a firm-fixed price RFP to obtain offer(s) for a single NSN large contract.

Total solicitation quantity is 60 each.


 Solicitation will be 50% partial small business set-aside.


I/A/W FAR 19.502-3 only the non-set-aside portion (quantity of  each) will be initially solicited and competed. A large business concern interested party requires to submit a firm fixed price proposal for the non-set-aside portion. The non-set-aside quantity is sixty (60) each. The set-aside portion will be offered to the responsive small business concern who is the first in line for award after evaluation in accordance with the criteria stated in the solicitation. The set-aside quantity is sixty (60) each.


The solicitation will include a 100% option, which may be exercised at time of award should the set-aside portion fail.


A partial set-aside may allow the small business to secure 50% of this procurement. Although this item has been awarded to a large business in the past, a small business can compete and possibly deliver this item at a lower cost and better delivery than a large business. With that in mind, the small business could potentially secure the entire order.

 All responsible sources may submit a proposal, which shall be considered. Copies of this solicitation estimated to be available by download from the internet at dibbs.dscc.dla.mil/rfp AFTER August 25, 2017.


While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation.


REVERSE AUCTION NOTICE: This solicitation will contain DLAD Procurement Note L09 for Reverse Auction (RA). The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation.

One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
