This Sources Sought Notice is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) Mechanicsburg is currently conducting market research to locate qualified, experienced, and interested potential sources to provide the repairs for the part listed below to support the Navy Nuclear Propulsion System. Negative replies are also sought.

The Government intends to solicit and negotiate with limited, qualified sources under the authority of 10 U.S.C. §2304(c)(1), as implemented by FAR 6.302-1. However, upon review of industry response to this Sources Sought Notice, the Government will determine whether to issue a solicitation on a sole source basis, set-aside, or full and open competition. All contractors interested in supplying the requested the part listed above may indicate their interest in this potential acquisition by providing responses that should include:


(1) Identification of company size status, Cage Code, DUNS and certifications, i.e. 8(a), HUBZone, SDVOSB, small business.
(2) Proof of experience and capability to manufacture and/or supply the parts listed.
(3) Indication of which North American Industry Classification System (NAICS) code(s) your company usually performs under Government contracts.


For the purposes of this notice, the NAICS code is 332919 - Other Metal Valve and Pipe Fitting, Nonpowered Valves. The small business size standard is 7500 employees. All responsible sources may identify their interest and provide capability statements to Jennifer D. Fasting, jennifer.fasting@navy.mil , by 21 January 2019, 11:59 a.m. Eastern Standard Time.


The Government plans to use the internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documents posted on FBO will not be made available.


Any information submitted is strictly voluntary.  The Government will not pay for any information submitted in response to this announcement.  The results from this market research will contribute to determining the method of procurement.


Qualification requirements for this sources sought means that a potential source must hold an Original Equipment Manufacturer (OEM) license and be substantiated by the OEM to work on this assembly.  The Government may request that interested parties provide a copy of the OEM's manufacturing data (including disassembly, repair, test and an illustrated parts breakdown including part numbers) or an OEM licensee agreement certifying corporation approval by the OEM to repair and/or modify this assembly.  Approval of a source is required.  NAVSUP WSS will not delay award while source approval is pending.
