This is a PRE-SOLICITATION NOTICE only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs.
The solicitation will be posted on the Federal Business Opportunities (FBO) website approximately February 13, 2018. Applicable NAICS code is 541519. SBA Small Business Size Standard is $27.5 Million.
This requirement is a 100% SET-ASIDE competition for SDVOSB/VOSBs only. All qualified offerors are invited to provide their proposal. The Contractor shall provide all labor, supplies, equipment, and required production in accordance with the RFQ statement of work.

The Department of Veterans Affairs, VA Midwest Healthcare Network (VISN 23), Minneapolis Health Care System in Minnesota has a requirement for qualified firms capable of providing a one-time service to transfer data from its old BRIT PACS: S/N D3XAV16D24PZ2, to its new Acuo VNA (Vendor Neutral Archive): S/N G4C9J02 per the statement of work in the tentative Request for Quote (RFQ) in order to award a single, firm fixed-price Contract. The performance period will begin no later than 4/1/2018. The solicitation and any subsequent award will be conducted in accordance with FAR Part 13, and relevant sections of the Federal Acquisition Regulation and Veterans Administration Acquisition Regulation (VAAR).
All respondents must be registered in the System for Award Management (SAM) database at http://www.sam.gov and complete online Representations and Certifications at http://www.sam.gov. All respondents must be registered/certified in the Veteran Business (VIP) database at https://www.vip.vetbiz.gov to prove/validate SDVOSB/VOSB eligibility.
No other information is available until issuance of the solicitation.
