This is a Pre-Solicitation Notice only; no proposals are being requested at this time. Under authority 38 USC 8153, the Department of Veterans Affairs (VA), Network Contracting Office 22, Long Beach, California intends to procure Primary Care services and Space/Administrative Support for Mental Health/Tele-Mental Health and Specialty Care services in the form of Community Based Outpatient Clinics (CBOC). This procurement shall be conducted in accordance with FAR Part 12 and FAR Part 15. The VA Loma Linda Healthcare System (VALLHS) has a requirement for five (5) CBOCs. The CBOCs shall be physically located within the city limits of Corona, CA; Murrieta, CA; Palm Desert, CA; Rancho Cucamonga, CA; and Victorville, CA and solely dedicated to Veteran beneficiaries of VALLHS, 11201 Benton Street Loma Linda, CA, 92357. The Contractor shall provide the facility, clinical staff, administrative support, equipment, and labor necessary in a clinical environment. The NAICS code is 621498, All Other Outpatient Care Centers (Size Standard is $20.5 Million).

Murrieta- 6765 Veterans
Corona- 3297 Veterans
Ranch Cucamonga- 5364 Veterans
Victorville- 4003 Veterans
Palm Desert- 6765 Veterans
The estimated quantity of space required for VA staffed Mental Health/Tele-Mental Health and Specialty Care:
Murrieta- 6086 Square Feet
Corona- 2160 Square Feet
Ranch Cucamonga- 2640 Square Feet
Victorville- 2710 Square Feet
Palm Desert- 5776 Square Feet

The Government intends to make a single award for all locations. The resulting contract for the CBOC services shall be an Indefinite Delivery/Indefinite Quantity (IDIQ) for a base year, with the Government s option to exercise (4) one-year option periods. The resulting contract for the lease component of this procurement (for VA staffed space) will be for a firm term of 5 years, with the Government having the right to terminate the lease, in accordance with the lease terms, after the expiration of the firm term.
