This is a combined synopsis/solicitation for Request for Proposal (RFP) 36C10F19R0060. The combined synopsis/solicitation for commercial items prepared in accordance with FAR 12 in conjunction with FAR 15. The Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM) requires Architectural Services. The solicitation documents, special requirements, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-99.
The US Department of Veteran Affairs Construction and Facilities Management (CFM) intend to solicit and award a contract for VA Central Utility Plant services as described in the SOW. The contractor shall confirm and refine project goals by documenting CUP functions and requirements that are unique to VAMC campuses. The contractor shall review industry trends and make suggestion for improvements to our existing related design manuals, technical details, equipment schedules, and master specifications.
The Government contemplates a firm-fixed price contract. The basis for award will be Best Value method. The Government will award a contract resulting from this solicitation to the responsible firm whose offer conforms to the solicitation requirements and found most advantageous to the Government considering technical competence, professional qualification and past performance. Firms are advised that award may be made without discussions or any contact concerning the proposals received. The Government reserves the right to award a contract to other than the lowest price.
This procurement will be competed Full and Open under NAICS code 541310 standard business size $7.5 M. The contract period will be from date of award through Four-Hundred Twenty (420) days.
The Request for Proposal number is RFP 36C10F19R0060. Late proposals will not be considered. All proposals accepted for evaluation will be evaluated in accordance with enclosed criteria. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about August 2, 2019. The deadline for submission of Requests for Information is no later than 5:00 pm EST., August 9, 2019 to Deborah Faulkner at Deborah.Faulkner@va.gov. The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. To view the solicitation package, you must register with FedBizOpps. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at FedBizOpps https://www.fbo.gov/. Prospective offerors shall be registered in the System for Award Management (SAM) database prior to award. Offerors are reminded that failure to properly and provide accurate Data Universal Numbering System (DUNS)/Tax Identification Number (TIN) information shall be excluded from award. Interested parties are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov. Contact regarding the requirements set forth in this RFP shall only occur with the Contracting Office. Discussions or information obtained via other sources could make you ineligible for award if deemed a Conflict of Interest or a Violation of Procurement Integrity Act.
Past performance information is required for past performance evaluation of proposals submitted in response to RFP 36C10F19R0060. The Offeror shall ensure that the attached Past Performance Questionnaire is completed for each project to be used to demonstrate successful experience in Volume I, Past Performance. The offeror shall distribute the Past Performance Questionnaire to three (3) references (See Attachment 1).
Proposals shall be submitted no later than 5:00 p.m. EST; September 16, 2019 to Deborah.Faulkner@va.gov. NOTE: Firms shall NOT engage into any form of contact with installation personnel regarding this requirement prior to issuance of notice to proceed by the Contracting Officer.
