Utilities Repair at US Coast Guard Osage


 


Description(s):


The contractor shall complete the work listed for the Utilities Repair Project at US Coast Guard Osage located at 300 McKown Lane. Sewickley, PA 15143. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully.


• Excavate 60 yd³ of soil/dirt.
• Remove broken/cracked water supply pipe from water main to floating pier gangway.
• Pressure test newly installed potable water piping.
• Replace collapsed drain line from parking lot to sea wall.
• Pack around the new pipe with sand and refill with the excavated material.
• Apply grass seed to the disturbed areas.


 



36.204: Disclosure of the Magnitude of Construction Projects.


The estimated magnitude of this project is between $10,000.00 and 25,000.00.



HOW TO RESPOND:


In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work. Technical and Cost Proposal is due by 1:00 CST, July 17, 2019. All questions regarding this request for quotes must be submitted in writing via email at Jamy.R.Pickett@uscg.mil. Telephone inquiries are strongly discouraged. Technical proposals must include: (1) Construction Schedule. (2) Past performance history (current or within the last 18 months) on projects similar in scope and nature, with specific references (including project identifier/contract number and description, period of performance, dollar amount, client name and current telephone number). References will be checked to validate the information provided.


 


The Government will award a contract resulting from this solicitation to the responsible contractor whose proposal is the Lowest Price Technically Acceptable Offer (LPTA).
Please Note: Only the lowest priced offer will be evaluated for technical acceptability. If the lowest priced offer is found not to be technically acceptable, then the next lowest priced offer will be evaluated. This process will continue until a technically acceptable offer is identified; all offers may not be evaluated.



Proposals will be evaluated on the basis of the established criteria in the solicitation.
The technical proposal shall address all of the evaluation factors listed below.
Solicitation must consist of sufficient documentation to show evidence that the contractor meets ALL the requirements as specified
below:

The government will evaluate the proposal on the technical criteria as either ACCEPTABLE or UNACCEPTABLE. All four factors must be acceptable to be eligible for award.

BUILDING ERECTION AND FOUNDATION EXCAVATION PROJECTS (does not
include residential construction consisting of single family
homes and apartments up to and including 4 stories) EXCLUDING
SEWAGE AND TREATMENT PLANT PROJECTS


Note: Under Executive Order (EO) 13658, an hourly minimum wage
of $10.60 for calendar year 2019 applies to all contracts
subject to the Davis-Bacon Act for which the contract is
awarded (and any solicitation was issued) on or after January
1, 2015. If this contract is covered by the EO, the contractor
must pay all workers in any classification listed on this wage
determination at least $10.60 per hour (or the applicable wage
rate listed on this wage determination, if it is higher) for
all hours spent performing on the contract in calendar year
2019. If this contract is covered by the EO and a
classification considered necessary for performance of work on
the contract does not appear on this wage determination, the
contractor must pay workers in that classification at least the
wage rate determined through the conformance process set forth
in 29 CFR 5.5(a)(1)(ii) (or the EO minimum wage rate, if it is
higher than the conformed wage rate). The EO minimum wage rate
will be adjusted annually. Please note that this EO applies to
the above-mentioned types of contracts entered into by the
federal government that are subject to the Davis-Bacon Act
itself, but it does not apply to contracts subject only to the
Davis-Bacon Related Acts, including those set forth at 29 CFR
5.1(a)(2)-(60). Additional information on contractor

22.407 Solicitation provision and contract clauses.


(a) Insert the following clauses in solicitations and contracts in excess of $2,000 for construction within the United States:


(1) 52.222-6, Construction Wage Rate Requirements.


(2) 52.222-7, Withholding of Funds.


(3) 52.222-8, Payrolls and Basic Records.


(4) 52.222-9, Apprentices and Trainees.


(5) 52.222-10, Compliance with Copeland Act Requirements.


(6) 52.222-11, Subcontracts (Labor Standards).


(7) 52.222-12, Contract Termination-Debarment.


(8) 52.222-13, Compliance with Construction Wage Rate Requirements and Related Regulations.


(9) 52.222-14, Disputes Concerning Labor Standards.

(b) Insert the clause at 52.222-16, Approval of Wage Rates, in solicitations and contracts in excess of $2,000 for cost-reimbursement construction to be performed within the United States, except for contracts with a State or political subdivision thereof.


(c) A contract that is not primarily for construction may contain a requirement for some construction work to be performed in the United States. If under 22.402(b) the requirements of this subpart apply to the construction work, insert in such solicitations and contracts the applicable construction labor standards clauses required in this section and identify the item or items of construction work to which the clauses apply.
