The Centers for Disease Control and Prevention (CDC) intends to award a sole source purchase order to WOLTERS KLUWER HEALTH, Journal of Public Health Management and Practice, Two Commerce Square 2001 Market Street Philadelphia, PA 19103, to effectively disseminate to public health law researchers, epidemiologists, public health practitioners, government officials, and other decision-makers evidence-based policy approaches to preventing and managing chronic and cardiovascular disease in the United States.

The statutory authority for this sole source acquisitions is 10U.S.C 2304© (1) in accordance with FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this requirement is 611310, Colleges, Universities, and Professional Schools. The period of performance for date of award is 18 months after start award date.


WOLTERS KLUWER HEALTH, supplies-Special Supplemental Issue of the Journal of Public Health Management and Practice focused on legal epidemiology and evidence-based policy approaches to preventing and managing chronic and cardiovascular disease in the United States. The purpose involves CDC subject matter experts working with editorial, writing, and design staff from JPHMP as well as guest editors and contributing authors to develop a special journal supplement that includes 12-15 articles addressing legal epidemiology and evidence based policy interventions. WOLTERS KLUWER HEALTH is the single source needed for this project to continue to effectively disseminate to public health law researchers, epidemiologists, public health practitioners, government officials, and other decision-makers evidence-based policy approaches to preventing and managing chronic and cardiovascular disease in the United States. They can provide free online access and along with study methods and/or organization of individual manuscripts that are specific to CDC mission. They are able to publish special supplemental issues consisting exclusively of legal epidemiology-related articles with no limitation and they are not limited to permitting guest editor and the number of articles in a single issue which is needed to meet CDC needs.


As a result of this synopsis, no competitive solicitation will be posted on FedBizOps. We will issue only one solicitation to WOLTERS KLUWER HEALTH. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Specialist by August 3, 2018. The Contracting Specialist will not respond to verbal request. All requests must be in writing.


A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Specialist. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
