The Naval Air Systems Command (NAVAIR) intends to issue a contract action to Maritime Surveillance Associates (MSA), 39 Peterson Lane, Brunswick, ME 04011 on an other than full and open basis for the procurement of upgrades to the Global Reconstruction and Measurement Systems (GRAMS). The GRAMS provides Maritime Patrol and Reconnaissance Aircraft (MPRA) the ability to extract measured Sound Pressure Level data to the frontline warfighter, as well as the Office of Naval Intelligence.


 


Contract action award is planned to occur in 3rd Quarter FY20.  The planned contract will be a 5-year Basic Ordering Agreement.  The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."  MSA is the sole designer, developer, and manufacturer of the GRAMS, and is the only company with the requisite knowledge, experience, and technical data that can meet the Government's requirement. MSA proprietary technical data is required for sustainment and improvements of the engineering tool.


 


The 09 July2019 Sources Sought Notice provided the opportunity for interested persons by 24 July 2019 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. The Government did not receive any capability statements in response to the Sources Sought Notice. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
